In the presented article, the problem of the formation and distribution of the number of small and medium-sized enterprises based on the cluster approach is raised. The Republic of Kazakhstan is characterized by the territorial-resource specialization of entrepreneurial activity. In addition, there are general directions that are not tied to territorial resources: outsourcing, trade, paid services to the population, etc. The article reveals the conditions for the functioning of small and medium-sized enterprises depending on the resource and market conditions for their localization, justifies the need to stimulate development small and medium-sized enterprises in the face of increasing global competition and the change of industrial and post-industrial “resource” technological structure by the “knowledge economy”.

The article discusses methods for processing large amounts of data. A distinction is made between the concepts of data science, machine learning, deep learning, big data, hierarchical positions of these concepts are defined. The sources of information on the socio-economic security of the region for working using the above methods are identified and grouped. A comparative analysis of the classical research methods and data science methods is carried out for the purpose of studying the level of individual measurable parameters of the socio-economic security of the region.

Today, the scientific problem of creating an adaptive and sustainable system of managing the economy of the region remains a priority both from the point of view of the state and from the position of the regional community. The economic security of the region is the most important factor in its sustainable development. Multivariate statistical analysis, applied on the basis of the existing potential of the region, allows us to determine “growth points” that contribute to strengthening the economic security of the territory. The most relevant application of this technique remains for depressed regions. The article proposes the testing of the proposed methodology on the example of the Kirov region, which has not a high natural resource potential, a low level of socio-economic development.

The aim is to identify prospects and develop recommendations for improving the mechanism of reorganization of entrepreneurial structures in the innovation management system. The author reveals the role and importance of innovation management in the process of reorganization of entrepreneurial structures and defines promising innovative mechanisms of entrepreneurship in the process of reorganization as the most important condition for economic growth. This allows us to conclude that the mechanism of reorganization of entrepreneurial structures is indeed characterized by certain shortcomings, among which is the low innovative activity of the entrepreneurial structures themselves, which is the reason for the low level of efficiency from the reorganization. As a solution to this problem, the author of the study develops a model for improving the reorganization management process, which allows involving entrepreneurial structures in the innovation management process, which will lead to an increase in the efficiency of the reorganization process.

For more than five years, Russia has been implementing an innovation development strategy, however, the small business turnover is growing very slowly, and at the same time, the share of revenues in the regional budgets from the innovation component is growing at a slow pace. One of the reasons is the use of ineffective methods of analyzing strategic activities and, as a consequence, making inaccurate decisions. Based on the example of constructing rating assessments of the innovative development of the regions of the Russian Federation, processing statistical data of small businesses in the Sverdlovsk region, the authors come to the conclusion about the most accurate analysis methodology and offer it as necessary for the current strategic management of innovative activity.

abstract
The analytical procedures for conducting an economic analysis and assessing the optimal level of farming to increase the efficiency of agricultural land use are a comprehensive study of the effects of external and internal, market and production factors on the state of agricultural land, which should indicate the possible prospects for the further development of the production activity of the land user entity. The growth of each additional unit of production requires, from a certain moment, increasing costs of an economic resource, as the law of diminishing returns manifests itself. Technological progress is constantly pushing its boundaries. The first servings of labor, attached to a given volume of capital, provide output growth that is faster than the growth in the number of labor involved in production. This continues until a technologically optimal ratio of labor and capital is achieved. Further, the growth of output begins to lag behind the growth in the amount of labor employed. Special socio-economic significance in the entire sphere of land relations in the Kirov region is given to a single mechanism for determining the effectiveness of agricultural land use. For its functioning, it is necessary to determine the criteria, methods of analysis and generalized indicators of economic assessment of the level of agriculture in the conditions of rational land use, taking into account the regional characteristics of the agro-industrial complex, contributing to an increase in the efficiency of agricultural production of economic entities-land users.
