MODEL-GOLD-BEARING DESIGN IN THE BASIS OF THE LAW OF UNITY AND DIFFERENCE OF OPPOSITIONS
author
V.P. SHENYAGIN
abstract
A simplified interpretation of the representation of the law of unity and the struggle of opposites with mathematical terms is given, based on gold constants and unity, taking into account the thoughts and conclusions that S. L. Vasilenko, V. S. Belyanin, A. V. Nikitin made in their articles and notes, P. Ya. Sergienko, A.V. Kokhno, V. Yu. Tatur. That is, the product of the author’s thinking is not a conjecture hypothesis, but a preliminary conclusion that needs further proof and confirmation. And the already fully formed monad unit of thinking is like new knowledge in the form of an integral model structure. The philosophical law of the unity and struggle of opposites has acquired a new and very important form-interpretation in the original mathematical symbolism.

DEVELOPMENT OF INFORMATION TECHNOLOGIES IN THE HOUSING AND SERVICES OF RUSSIA

abstract
The analysis of the used automation systems of state activity demonstrates the disunity of the systems in terms of standards for functionality and technology. Under existing conditions, it is difficult to effectively implement federal targeted programs to automate the activities of authorities, since there is no single system of standards and regulations governing this area. The narrow target orientation of existing systems, as a rule, dictates a low degree of support for inter-functional interaction between departments. The creation of specialized systems is required to coordinate this type of interaction. The article proposes a solution in the form of an API for centralized interaction between subordinate and interdepartmental systems. Successful implementation of the housing and communal services informatization program requires the creation of a telecommunication environment, close interaction with industry information systems, accelerated development of the informatization infrastructure, and others. A unified system of regulations and standards is needed that will be crucial in choosing technologies, applications, and methods in automation projects , since the uncontrolled development of locally implemented systems will inevitably lead to conflicts in the information and functional infrastructure of the Russian Federation.

MODERN TRENDS OF SMALL BUSINESS DEVELOPMENT ON THE EXAMPLE OF THE MOSCOW REGION
author
Z. V. ZHARSKAYA
abstract
The analysis revealed several trends in the development of small business in the Moscow region using the example of the Domodedovo urban district. As a result of the implementation of modern technologies in transport and storage processes with the deployment of a logistics center, a full-fledged small business support infrastructure will be created. First of all, the distribution and accumulation logistics systems in this center will be focused on satisfying not only large and medium-sized businesses, but also small businesses. It takes into account its requests and a number of specific conditions, the availability of products on the market at predetermined costs and service parameters in this region.

COBRANDING BANK PRODUCT AS A TOOL FOR INCREASING CUSTOMERS LOYALTY TO THE ORGANIZATION BRAND
author
M. V. FERAFONTOVA
abstract
Suggestions for innovations in parking lots using co-branded cards may include the introduction of a parking space reservation service on the airport website using a co-branded card number, the provision of a one-time parking payment service through a co-branded card website, and the possibility of using a co-branded card as a parking ticket through the PayPass application. Attracting customers is possible through the introduction of a discount system in this innovation. For example, suppose you can set a discount of 5% for those customers who have used online reservations. It is assumed that “the introduction of this technology with a system of discounts at airport parking lots will increase customer flow, as customers will have the opportunity to be sure of the availability of parking space for their car and the ability to pre-select a tariff that is convenient for them, i.e. due to discounts, tariffs will be differentiated. ” Booking service will contribute to a more even distribution of customers, as well as attracting additional customers at night, which will favorably affect the reputation of parking at the airport

MORTGAGE HOUSING LOAN SYSTEM IN THE REAL ESTATE MARKET OF AZERBAIJAN
author
M. M. AHMEDOV
abstract
To increase the interest of regional and local authorities in solving the housing problem, a model of a mortgage lending system with subsidies for low-income citizens is proposed, which is based on financing construction and creating a secondary market for mortgage loans by raising funds from state and regional budgets. Moreover, the allocation of funds from the budget is carried out by presenting subventions for targeted housing construction using mortgage lending. A feature of mortgage housing loans in the framework of the proposed model is that local authorities themselves determine the size of the loan, interest and maturity depending on the internal (territorial) conditions and incomes of the population in accordance with the accepted mortgage lending programs. The repayment of funds on mortgage loans should remain in the budget of the municipality, which will be one of the sources of its income and be used to further provide mortgage loans to the population

ISLAMIC BANKING SYSTEM: NEW CHALLENGES, CHALLENGES AND PROSPECTS FOR DEVELOPMENT
author
Z. F. MAMEDOV
abstract
Islamic banking in the CIS countries has not received much development, which is connected both with the historically established preferences of economic agents and with a low degree of awareness of customers, bankers and government bodies about the Islamic financial system. One of the reasons hindering the development of Islamic banks in the CIS is the mismatch of Islamic banking principles with national legislation. At the same time, many CIS countries are members of the Islamic Development Bank: Azerbaijan, Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan. It is necessary to create an appropriate legislative framework and training, the formation of an education system in this area

PRELIMINARY RESULTS OF HOUSING AND COMMUNAL REFORM

In Latvia, there is no legislative framework regulating the relationship between the homeowner and service companies, which allows eliminating all other persons from economic domination over their property. Firms serving apartment buildings are reluctant to disclose building maintenance costs, and this information is practically not available to the general public. In the case of the concentration of large volumes of financial resources, as is the case with a self-government enterprise, such a scheme poses a certain threat of varying degrees of corruption

EVALUATION OF ECONOMIC EFFICIENCY OF INTELLIGENT TRANSPORT SYSTEMS APPLICATION
author
D. TODOROV, P. KOLEV
abstract
Transport is a major priority in the development of the country and is associated with solving problems with road traffic, reducing the number of traffic jams, ensuring reliability, safety and environmental friendliness of transportation. The main opportunity for making decisions that contribute to overcoming these problems is provided by ITS. All types of transport and adjacent infrastructure make it possible to use information and communication technologies as elements of intelligent systems, which significantly contribute to improving transport efficiency. The determination and formation of traffic flows, including through logical circuits, can be 100% achieved through the use of ITS, which are aimed at providing more efficient transport services, as well as satisfying the needs and desires of consumers

author
N. GERGOVA
abstract
The use of a comprehensive competitiveness model of higher education institutions allows us to assess the market of higher education and identify the main criteria and indicators for measuring the quality of education and its management, suggest mechanisms to motivate teachers and stimulate the professional implementation of students in accordance with national interests. Today, continuous training of people, the acquisition of new knowledge and skills is required in order to improve their adaptation to the needs of the labor market and suitability for employment. The main task of higher education is to establish effective relations in the system of "education - science - business" in order to ensure good preparation of university graduates for practical activities
