THEORETICAL ASPECTS OF FINANCIAL INTEGRATION OF RUSSIA AND CHINA UNDER THE CONDITIONS OF INTERNATIONAL GLOBALIZATION

abstract

Recently, the issue of strengthening the economic integration of these two countries in order to increase their competitiveness in the context of globalization has become increasingly relevant for Russia and China. The article considers various points of view on the definition of the concept of economic integration and, based on their analysis, it is concluded that the key moment of financial integration is the formation of an international financial architecture (MFA) of the general financial market. The elements of the MFA national segment are analyzed, the goals and directions of its formation are indicated. The process of globalization is considered as a phenomenon that determines economic integration and features of this process at the present stage of its development, expressed in the simultaneous action of opposite trends of homogenization and heterogenization (glocalization). The trade relations between Russia and China and the impact of globalization on the economy of these countries are examined.

abstract

Ensuring the economic security of the state can be carried out in the form of economic confrontation with other countries of the world. The article discusses the prospects for changing the level of economic security of Russia during the implementation of the Silk Road Economic Belt (SREB) strategy and the growing role of economic confrontation between the countries participating in the Shanghai Cooperation Organization (SCO). It is concluded that the level of security of the national economy of Russia may change during the economic confrontation with the SCO member countries as part of the implementation of the SREB initiative. The aim of the article was to assess the level of economic security of Russia, implemented in the framework of various forms of ensuring the security of the national economy. This paper considers indicators of Russia's economic security — volumes of unrealized exports (imports) of goods to countries (from countries) participating in the work of the SCO and participating in the implementation of the SREB initiative. Using statistical and econometric methods, the prospects for changing the level of economic security of Russia during the implementation of the SREB initiative in the framework of the economic confrontation between our country and the SCO member countries are estimated. An approach is proposed to assess changes in the level of economic security of Russia, implemented in the framework of various forms of ensuring the security of the national economy. The significance for ensuring the economic security of the state of economic confrontation in the context of globalization is analyzed. It is concluded that the level of economic security of Russia can be represented in the form of factors characterizing the security of its national economy, implemented in the framework of economic patronage, economic cooperation and economic confrontation with the SCO member countries and other countries. It is concluded that the economic confrontation during the implementation of the SREB initiative can change the increase in the level of economic security of Russia and other countries participating in the SCO.

The quality of life of the population and its individual groups is determined not only by the level of income, but also by more complex issues of integration into society, the possibility of access to its resources. Owing to their objective limitations, people with disabilities need additional resources in order to consume society's resources on a par with healthy members. Special conditions are also required for members of their families. Determining the risks of deteriorating the quality of life of people with disabilities and their families and overcoming these risks will solve the problems of their successful integration into society.

abstract

The article proposes an approach to making recommendations in electronic services of searching for performers for the life cycle of economic information systems, which, unlike the approaches known in this field, does not require preliminary intellectual processing of input data. In addition, in contrast to the well-known recommendation algorithms based on thematic modeling, the approach is characterized by less computational complexity and allows us to take into account the similarity between different topics. The economic effect of applying the proposed approach is due to a reduction in the cost of intelligent processing of input data and computing resources.

The novelty of the article is a generalization of personnel management practices based on the use of modern management technologies. The article defines the directions of the use of personnel management technologies in the practice of HR management. The authors substantiated that personnel management is a dynamic process that is influenced by external and internal factors and to increase the effectiveness of which it is necessary to use modern technologies.

The article analyzes a number of financial support tools for public-private partnership (PPP) projects that have received or are becoming more widely used in world practice, but so far remain outside the scope of attention of Russian public authorities. The study focuses, in particular, on the activities of various types of infrastructure funds - providing capital grants (non-repayable financing of part of the costs of creating an infrastructure object), debt financing, guarantees for fulfilling obligations of public partners, direct investments (equity), pre-project financing. Based on the analysis, proposals and recommendations are made on possible ways to improve the mechanisms of financial support for PPP projects in the Russian Federation.

INVESTMENT IN INFRASTRUCTURE AS A FACTOR OF ECONOMIC GROWTH

abstract

To enhance the attraction of investment in infrastructure through public-private partnerships (PPPs), it is necessary to significantly increase the efficiency of work at all stages - the selection and preparation of projects. To improve the quality of project development and support, the formation of “project offices” is necessary. It is also important to ensure a stable pipeline of projects financed under PPP, both at the regional and federal levels. This will expand the expert base and increase the efficiency of selection and preparation of projects, including by increasing the required level of qualifications in the field. It is important to form a single mechanism for interagency interaction of all levels of government at the stages of the project life cycle in the framework of PPP, starting from the initiation, review, selection (decision), implementation, monitoring, and ending with the analysis of the results; create an integrated system of operational management of the regional portfolio of agreements that are under implementation. It is also important to develop, on the basis of strategies of territorial socio-economic development at all levels, a database of lists of facilities for which it is planned to conclude PPP agreements and concession agreements.

The article discusses the process of analyzing the financial results of an enterprise, shows its essence and justifies the need. At the same time, the financial results of the enterprise are considered in two main forms - as profit and as loss. The authors pay much attention to the methods of analyzing the financial results of the enterprise, separate indicators are selected that characterize the profitability of the organization, the main indicators of the liquidity of the enterprise, indicators of the financial stability of the enterprise, indicators of business activity of the organization. The authors emphasize on the information base of analysis and decision-making on managing the financial results of the organization, in particular the regulatory framework for the analysis of financial results.
