EVALUATION OF THE ROLE OF REGIONAL FINANCE IN ECONOMIC STABILIZATION

The purpose of the article was to substantiate the possibility of applying the system survivability methods to assessing the economic stability of industries in a dynamic statement of the problem. The study used a 4–6 modeling matrix with fuzzy-probabilistic scenarios of negative impact (HB) on the economic system, a fuzzy-logical system of balanced indicators (BSC). It justifies the assessment of the effectiveness of the economic system as a fuzzy random variable with an arbitrary law of probability distribution and an arbitrary type of fuzzy parameters in the distribution scheme. It is concluded that the survival of the economic system as its ability to maintain economic efficiency at the minimum acceptable level can be characterized by indicators of the probability of survival of the economic system and integrated economic risk.

ON THE QUANTUM STRUCTURE OF A SEMANTIC TRUTH CORE IN COGNITIVE SIMULATION OF ECONOMIC PROCESSES

The article considers a two-hemisphere model of the brain based on the method of semantic analysis of information, inductive and deductive methods of thinking, the principle of complementarity, extreme principles of L. Boltzmann, I. Prigogine, G. Ziegler, the principles of development of living systems and others. The model uses a new semantic coordinate - truth, which has a discrete structure. The quantum structure of truth is distributed on the set of arguments used to prove the truth, i.e. "Attached" to the thinking system of each person, forming a multi-level quantum structure. The semantic structure of truth has a Gaussian distribution. And this means that the semantics of statements can be formed on the basis of using the operation of arithmetic averaging or simple voting.

GLOBAL RISKS AND SYSTEM ECONOMY

The article highlights theoretical approaches to the interpretation of concepts that characterize the world economy as one of the manifestations of a systemic economy - systemic megaeconomics. The world economy is presented as a system consisting of their subsystem elements: object, environment, process and design. Particular attention is paid to the interpretation in categories of a systemic economy of such a phenomenon as global risks in systemic megaeconomics. System megaeconomics can be represented by a combination of system elements, subsystems of the environment, process, object and design. The hypothesis is put forward in the article that the mega-economics project subsystem is constituted by relations that generate uncertainty and form global risks, which are factors reflecting contradictions and incentives to resolve them.

An effective scheme for raising the retirement age is proposed, taking into account the demographic and macroeconomic conditions of the country. For the first time, the problem of retirement age is considered not from the standpoint of saving budget expenditures, but from the standpoint of implementing the institutional function of the pension system: achieving a decent level of pension, the criteria of which are defined in the Strategy for the Long-Term Sustainable Development of the Russian pension system. The study was based on data from state statistical reporting, departmental reporting by FIUs and FIU information systems, including a system of individual (personified) accounting.

The article reflects a study of the processes of scientific and technological development and the problems, risks of threats that currently face the economic processes of Russia. The world scientific and expert community is aimed at creating innovations based on advanced research and the knowledge of scientists about new models, methods and methodologies for project management of a completely new generation in the context of the introduction of digital technologies announced by the World Bank. The digital economy requires the formation of new models of information accumulation in all sectors, control over the movement of resources, value added. The driving directions of innovative development are selected only by high-tech industries, which determine the models and methods of project management. The main engine of progress is intellectual capital, the human factor that forms in scientific centers in symbiosis with production structures. The aim of the article is to disclose the problems of scientific and technological development of the Russian economy in the framework of planning innovative technologies in the context of the integration of digital economies into the world economy, to identify the possibilities of forming, organizing, financing, managing priority areas of the economy. A hypothesis has been put forward that scientific and technological development is needed, its forecasting in terms of integration by fundamental and applied research centers to develop innovative technologies of a new generation with high added value to the capital structure for the development of high human potential in the country. The methodology for solving the tasks based on the use of the method of dialectical research, methods of economic analysis, forecasting, situational and system analysis, expert assessments and analysis of empirical data. The result (practical significance) of the work is to develop recommendations in planning and forecasting effective scientific and technological activities within the framework of the New Industrialization Strategy, choosing optimal models for project planning to ensure their sustainable development and competitiveness in the context of integrating economies into the world economy and developing digital technologies.

RESEARCH OF ACCURACY OF A CAPACITIVE METHOD OF A POSITION IN A DISTRIBUTOR CHAIN

The article describes the course and results of an experiment in which the accuracy of the capacitive method of restoring the original unknown function of the rate of consumption of products from a position in a hierarchical chain of distributors was investigated. DEVELOPMENT OF REPLACEMENT OF MOBILE COMPOSITION OF MOSCOW AND MOSCOW REGION

The article discusses the situation with the replacement of worn-out commuter trains with newer ones using the example of the Russian Railways open joint-stock company. The optimal solution was found from the point of view of dynamic programming, namely, the Bellman optimality principle was used. The initial data required to solve the problem were calculated, such as the age of the train, operating profit, maintenance costs, and the cost of selling rolling stock. During the calculations inflation was taken into account, as well as the fact that the older the train, the more investments it requires to maintain it in working condition. The result of the study was the optimal strategy for replacing the rolling stock of commuter trains.

The results of an empirical study of the effect of concentration of ownership on the manifestation of agent conflicts are presented. The article discloses an approach to the study of agent relations in a company based on the use of fuzzy logic methods. The improvement of object management by constructing fuzzy regression is proposed, the regression equations are formulated to describe the relationships, prerequisites are given and the regression coefficients are interpreted.

The work is devoted to the problem of managing "unsolvable" conflict situations, which is one of the new challenges for social cybernetics. “Insolubility” in this case is due to the fact that the parties to the conflict base their interests and actions on different ideas about the world. Their incompatibility often leads to a different vision of even concrete facts, giving rise to the phenomena of information warfare and "post-truth." The principles of a systematic organization of management of similar situations are proposed, based on a pattern of thought activity developed in the Moscow methodological circle. This scheme is based on the “recognition of the Other,” which allows parties to the conflict to build communication surrounded by a reflective space that allows them to identify and then overcome situations of mutual misunderstanding.

The upcoming mass release of jobs will lead to a huge burden on the labor market and may lead to negative social consequences. The authors do not exclude the threat of violation of privacy principles using digital technology. Dependence of economic systems on foreign software suppliers is possible.

IMPROVEMENT OF EFFICIENCY OF POWER CONSUMPTION NETWORKS USING ARTIFICIAL INTELLIGENCE SYSTEMS

This article presents an effective algorithm for improving the accuracy of forecasting energy consumption in smart networks using cluster analysis of time series. For clustering, we used the K-means ++ method with initialization of centroids. To simulate aggregated series, we used simple aggregation based on the clustering of all consumers. For the flow of the studied data, we obtained a significant increase in the accuracy of the forecast of energy consumption for clustered series. At the same time, it was shown that the degree of accuracy increase depends on the forecast methods used, which are also discussed in the paper.

COMPARATIVE ANALYSIS OF FOREIGN AND DOMESTIC CONSULTING COMPANIES IN RUSSIA

abstract

The article discusses issues related to the development of Russian consulting. A comparative analysis of the foreign company Deloitte and two domestic companies of the North-West region of Russia is carried out. The reasons for the stagnation of Russian consulting companies and the reasons for their activities only in the regions are identified. An assessment is given to the features of the formation of consulting in Russia. Methods and solutions to problems for the formation of independence and “marketness” in the provision of consulting services are discussed.

ICO AS AN EFFECTIVE STARTUP FINANCING INSTRUMENT

The issue of lack of funding for startup companies is very relevant. It can be solved by the so-called ICO. The ICO mechanism is very similar to the crowdfunding model, when a group of third parties invests in a project in order to obtain certain benefits in the future. This mechanism can significantly reduce the transaction costs of finding new investors compared to the classical methods of attracting investments. This mechanism for attracting investment is widespread throughout the world. The number of facts of using ICOs to attract investment over the past few years has been growing rapidly. For Russia, this mechanism is especially relevant in connection with the underdevelopment of the domestic venture market.

COMBINED APPROACH TO RISK MODELING IN PLANNING OF PRODUCTION INVESTMENTS

abstract

A combined approach to risk assessment is proposed, combining the methods of discounting cash flows, the method of real options (decision trees), the optimization approach (models of simultaneous investment and financial planning) and simulation modeling (Monte Carlo method). Combining trips made it possible to obtain a methodology for evaluating and choosing a quasi-optimal project implementation strategy. The plans obtained as a result of applying the methodology are taken as the basis for drawing up the project management roadmap.

The interaction of participants in the investment process in the shipbuilding industry poses a host of problems that are largely due to deficiencies in the institutional and informational relationships between the customer, the shipbuilding enterprise, the designer and other actors. As a result of consideration of the process of their interaction from systemic positions, the formation of a single information space is proposed, which allows taking into account the interests of all parties involved in the organization of the investment process and increasing the transparency of the choice of investment project.

NATURAL MONOPOLIES AS A SYSTEM OBJECT OF STATE GOVERNANCE FROM THE POSITIONS OF THEORY AND PRACTICE

The article discusses the theoretical and practical aspects of a systematic assessment of natural monopolies as an object of public administration. Based on theoretical approaches to the study of the properties of natural monopolies, with substantial reliance on the provisions of the modern theory of natural monopoly, in combination with such areas of system analysis as controllability, stability, self-organization, observability, and the identification of natural-monopoly effects of synergy, an assessment of the feasibility of these areas in the context of Russian and foreign management practices in this area and the means used to justify decisions. The degree of the gap between the theory and practice of socio-economic justifications regarding the potential of theoretical and applied assessment models is shown.
