abstract

The article examines the problem of the development of foreign trade in the regions of the North Caucasus Federal District. The economic significance of foreign trade turnover as an integral part of the region’s economy is disclosed. It is established that in conditions of underdeveloped economy, the development of foreign economic activity can lead to increased foreign economic impact on the domestic economy. To solve the tasks, methods of theoretical and empirical research were applied, the structure of the foreign trade turnover of the regions was analyzed. A method of structural analysis of the foreign economic activity of a system of regions connected by historical, economic and geographical ties is proposed.

The article analyzes the state of the modern stage in the development of socio-economic systems in the context of demercantylization of structure-forming relations and, as a result, their transformation into “bundles” of virtual connections that have fundamentally new properties that are more characteristic of information systems than objects of the material world. This, of course, presents a certain challenge for theoretical management, since it goes beyond the framework of canonical economic doctrine. The transformation of socio-economic relations was a logical consequence of the continued dominance of the doctrine of consumerism, which led to the total accessibility of material goods and the devaluation of ordinary consumer values. The motivational system of a person who is no longer ready to indefinitely exchange his time, which has turned into a primary resource, for simple consumption has undergone drastic changes. Accompanied by the development of information technology, this trend fundamentally changes the nature of labor relations. Rapidly manifesting itself in individual sectors of the economy, especially in the field of information technology, the behavioral transformation of the nature of intra-system connections in isolation from the rational material balance, on the one hand, creates certain difficulties in the field of practical management, and on the other, provides a unique chance to improve the profile of socio-economic systems.

LABOR MARKET AND UNEMPLOYMENT: ANALYSIS FOR ECONOMIC POLICY

The labor market is a very important component of the signal system, a source of information for all participants in the economy and for the formation of economic policy. This article presents the basics of a theoretical analysis of the labor market. The focus is on the inverse relationship between unemployment and wages. Two fundamentally different mechanisms for the formation of wages are considered — the establishment of wages during negotiations and the establishment of wages by large companies during pricing. Light sheds on the question of whether prices and unemployment affect wages or whether wages still affect prices and unemployment. Elements of the applied approach to the analysis of the labor market and the theory of wages are used, which is necessary to understand the relationships between different sectors of the economy and determine the state of the economy as a whole.

The article substantiates the need to develop an economic mechanism for state regulation of diversification of agricultural production in the context of the import substitution policy, reveals its essence. An algorithm for the development and implementation of an economic mechanism through a strategic planning system is shown, which includes a certain sequence of the following steps: setting goals and defining diversification tasks; assessment of diversification potential in the agricultural sector of the economy; determination of a set of measures of state regulation of the diversification process; integration of the developed economic mechanism into the state strategic planning system; monitoring and control of the achievement of the goals and objectives of diversification.

ECONOMIC AND ORGANIZATIONAL BACKGROUND FORMATION OF THE MACRO REGION

The article discusses the prerequisites for the formation of the macroregion. The aim of the article is to study these premises in the North Caucasus Federal District and to identify the possibility of creating a macro-region on the territory of this region. The prerequisites of an economic and organizational nature are identified. The classification of these premises is proposed according to the following principles: determining the functions of the macroregion as an element of the public administration system; the determining function of the macroregion as a socio-economic system. It has been established that the macroregion brings the federal center and the regions closer together spatially and in time accelerates the process by which the federal center makes decisions regarding regions and municipalities.

PROFITABILITY OF PRODUCTION OF AGRICULTURAL PRODUCTS OF COLLECTIVE FARMS IN THE IRKUTSK REGION

The article discusses the issues of profit formation and factors affecting the growth of profitability. The main attention is paid to the level of profitability of sales, assets and equity in collective farms. It is proved that the margin on the cost of production, processing and sale should differ significantly, in our example - 47,2%. For the analyzed period, profitability tends to decrease due to faster growth rates of material costs purchased on the side in relation to the price of manufactured products. To improve the activity, it is necessary to increase investments from the budget in the basic areas of growth: fixed assets, selection, production and sale of elite seeds and breeds of animals of own production.

The article discusses the methodological and practical aspects of applying the income approach to assessing the value of the business of financial and industrial groups of the agro-industrial complex. The necessity of separating the concepts of "company value" and "business value" is substantiated. The features of the assessment process of agricultural holdings are described taking into account the specifics of the modern Russian economy and financial and economic relations in the agricultural sector. The market value of the business of the agro-industrial group of companies Rusagro has been evaluated. The results of the study can be used by professional appraisers in determining the value of the business of agricultural enterprises, financial analysts to predict the dynamics of the exchange rate of securities of financial and industrial groups of the agricultural sector and assess the investment attractiveness of these structures, as well as economic services of agricultural and processing organizations in order to implement the principles of the cost approach to management.

DEVELOPMENT OF A SYSTEM FOR SUPPORTING DECISION-MAKING DURING MANAGEMENT OF THE AGRICULTURAL SECTOR IN RUSSIA

Agriculture throughout the entire period of development of human civilization is one of the most important sectors of the economy not only in Russia, but also in any other country, since this sector produces vital products for human activities. To date, an established fact is that agriculture is characterized by periodic fluctuations that stretch for decades, existing as independent phenomena. This article presents a conceptual model of a decision support system that allows senior management to make informed decisions when managing the agricultural sector. This system is based on an algorithm consisting of four main stages, the implementation of which is the construction of three scenarios for the development of the agricultural sector: probable, optimistic and pessimistic. Construction of development scenarios allows you to neutralize the negative consequences and strengthen the opportunities presented.

The article outlines the role of the cost approach in enterprise management processes at the present stage. The concepts of fundamental and fair value are disclosed. The main advantages and disadvantages in the method of assessing the assets of an industrial enterprise at fair and fundamental value are indicated. The characteristic of market, investment, liquidation, cadastral value in accordance with the Federal Standard is presented, and the fair and fundamental value is considered in the framework of the international practice of asset formation by industrial enterprises. The authors highlighted the urgent problems of asset value formation in the activities of industrial enterprises and indicated proposals for their solution, which consist of the development of new technologies and the development of new markets. Intrafirm asset planning of a modern industrial enterprise should be formed taking into account the requirements of international standards, positive and negative effects, etc.

ANALYSIS OF METHODS AND METHODS FOR PREVENTING BANKRUPTCY OF ENTERPRISES

The Institute of Bankruptcy is a basic element of a market economy, the functioning of which has a significant impact on the macro- and microeconomic parameters of the development of the national economy. However, the Russian bankruptcy institution is characterized not only by a high level of conflict of functioning, but also by the complication of the processes of reconciling and realizing the economic interests of participants in insolvency relations, which is reflected in the inconsistency of individual bankruptcy procedures and the development of the entire institution. The dysfunctionality of the Russian bankruptcy institution is manifested in the fact that it is used as a tool for the seizure and redistribution of property in the form of raiding, as a tool for tax optimization in the withdrawal of assets, tax evasion or as a means of unfair struggle with competitors to reduce the price of assets before a subsequent merger and acquisition, bankruptcy effective owners.
