ENSURING ECONOMIC SECURITY OF THE UNITED STATES OF AMERICA IN THE IMPLEMENTATION OF GLOBAL INTEGRATION PROJECTS

abstract

Ensuring the economic security of the state in the implementation of global integration projects can be carried out in various forms. The article considers the approach to assessing the level of security of the US economy with their participation in the Trans-Pacific Partnership (TPP). The prospects of changing the level of security of the US economy during the global financial and economic crisis of 2007 - 2009 are considered. and post-crisis period. It is concluded that the TPP, as a multilateral agreement, is a reflection of the regionalization process in the Asia-Pacific region. Goals. To conduct a comparative assessment of the level of security of the US economy and the countries participating in the TPP, implemented as part of the anti-crisis and post-crisis measures of the governments and central banks of these countries. Methodology. In this paper, we substantiate an approach to assessing the level of security of the state’s economy from external and internal threats, implemented within the framework of various forms of ensuring the security of the national economy in the context of globalization. Results. An approach is proposed to a comparative assessment of changes in the level of security of the US economy and the countries participating in the TPP, implemented as part of the anti-crisis and post-crisis measures of the governments and central banks of these countries. Findings. The level of security of the US economy from external and internal threats can be represented in the form of factors characterizing the security of their national economy, implemented within the economic patronage of the federal government and the Federal Reserve System. It is concluded that the implementation of the Trans-Pacific Strategic Economic Cooperation Agreement may change the level of economic security of its participants.

The article presents a social portrait of the Arctic zone of Russia. The results of the diagnosis of the demographic situation, the situation on the territorial labor markets, as well as in the sphere of living standards of the population of the Arctic territories are presented. The challenges and threats to the sustainable development of the Russian Arctic are identified. In light of the solution of the scientific problem of ensuring sustainable development of the Arctic zone of Russia, the social vector is updated. Improvement of demographic policy, elimination of imbalances in the development of labor markets, including the development of dialogue between business, the state and the population in the field of vocational education, and the reduction of the level of social and property inequality of the population of the Arctic territories are defined as targets.

The article raises a relevant topic - the use of strategies in management to identify weak market signals when making management and investment decisions. The strategies of identifying weak market signals and overcoming resistance as a reaction to these signals in the professional activities of managers are analyzed. Definitions are given to the concepts of "intuition" and "weak market signal." The relationship between the selected strategies and the adopted management and investment decisions in terms of the radicalism and effectiveness of the innovations introduced is revealed. Examples of using the intuitive method in management are given depending on the search strategies.

Particular attention is paid to the analysis of programs and motives of social responsibility of the business, its components, levels and principles of effective functioning are considered. Recommendations and proposals have been developed aimed at improving the Russian practice of corporate social responsibility of business and increasing its effectiveness. We studied the tools for implementing programs of socially responsible business, proposed the main provisions of the concept of social responsibility of a business, and developed an algorithm for assessing its effectiveness.

DETERMINING THE VOLUME OF INVESTMENT NEEDS FOR THE DEVELOPMENT OF INFRASTRUCTURE

The article assesses the volume of necessary infrastructure investments depending on the level of economic development and the degree of development of institutions in several countries based on the use of the following criteria: rapid growth in the volume of infrastructure development; large volumes of off-budget infrastructure development (through private companies, public-private partnerships and public sector borrowing); the evolving nature of financial markets, the federal nature of the state. An algorithm for determining infrastructure needs is defined. The need of individual countries for infrastructure investments is calculated, and the influence of the level of development of institutions on the structure of investments is determined.

SPECIFICITY OF TAKAFUL AS A SPECIAL SEGMENT OF THE INSURANCE SYSTEM

In its new history, Russia, being a multicultural and multiconfessional country, does not limit the role and possibilities of different faiths, which is enshrined in the basic constitutional norms. In this regard, institutions of Islamic finance (banking and insurance) that are dynamically developing in foreign countries and widely discussed in Russia at the level of the Bank of Russia and the State Duma are of particular interest. Against the background of the current economic situation in Russia, as well as as a result of severe sanctions from America and the European Union, attempts to establish financial relations with Eastern financial institutions and the possibility of using alternative financial instruments seem quite relevant and appropriate. The purpose of the study is the theoretical justification of the need, feasibility and possibility of the formation of Islamic insurance in the regions of Russia. In this paper, using the method of assessing and justifying the effectiveness of the activity, we analyze the main key indicators of the state of the insurance system and the insurance market in Russia. This article provides a comprehensive rationale for the development of Islamic insurance (takaful) in Russia. The state and characteristic trends of the Russian insurance system and the insurance services market are studied. The content and specifics of takaful as a special form of insurance have been clarified. Based on the identified effects from the functioning of the traditional insurance system and the insurance market, the possible advantages and development potential of Islamic insurance in Russia are identified. The effects of the formation and development of takaful in Russia are structured.

Making optimal decisions in the face of uncertainty, which is an important and relevant component of economic development, is often based on the “Game with Nature” model, in which the optimal decisions are determined by the Hurwitz winning criterion. This criterion depends on the optimism indicator of the decision maker. The main purpose of the Hurwitz criterion is to smooth out the extremely pessimistic and extremely optimistic approaches to the choice of solutions. The conditions of the existence and uniqueness of the optimism index are found in the article under which the Hurwitz criterion has the smoothing property. The application of the obtained results is illustrated by solving the idealized problem of economic content.
