In the article, on the basis of the principle of synthesis of the internal and external environment of an organization, a typology of the controlling environment is made. Based on the regulations in force in the Russian Federation, the external regulatory environment for controlling the finances of agricultural organizations has been studied, and conclusions have been drawn on the degree to which the internal environment for controlling finance is formed on the basis of scientific literature.

ON ALTERNATIVE OPTIONS FOR ASSESSING THE LEVEL OF ECONOMIC DEVELOPMENT

abstract

The article considers various approaches to assessing the country's economic development. The traditional indicator in this case is gross domestic product (GDP). In recent years, a large number of criticisms have accumulated regarding the use of this parameter, and their number is growing with the advent of new models of production and consumption. In this regard, an analysis of the main shortcomings of GDP is given, examples of other indicators measuring the level of economic development are given. It is proposed to use the index of inclusive development as an alternative to GDP and other parameters. The analysis of the features and advantages of this indicator and its role in determining the priorities of the economic policies of various countries is given.

abstract

Ensuring the economic security of the state is carried out in the form of economic confrontation. The article discusses the prospects for changing the level of US economic security with their participation in the Trans-Pacific Partnership (TPP), which leads to a decrease in the country's activity in the economic confrontation with the TPP member states. It is concluded that the TPP, as a multilateral agreement, is a reflection of the regionalization process in the Asia-Pacific region and will ensure the sustainable development of the national economy of the United States and other states that are parties to the Agreement on the Trans-Pacific Strategic Economic Cooperation. The purpose of the study is to conduct a comparative assessment of the level of economic security of the United States and the countries participating in the TPP, which was implemented as part of the economic confrontation with these states. In this paper, the US economic security indicators are considered: the volume of unrealized exports of goods from the USA to the member states of the TPP, China, Russia, India and the EU (28), as well as the volume of unrealized imports to the USA from these states. Using statistical and economic methods, the prospects for changing the level of US economic security implemented in the framework of the economic confrontation are estimated. An approach to a comparative assessment of changes in the level of economic security of the United States and the countries participating in the TPP implemented as part of the economic confrontation is proposed. The proposed approach to a comparative assessment of changes in the level of economic security of the United States and other countries participating in the TPP allows us to identify the priorities of economic policy in the implementation of global integration projects in modern conditions. The level of US economic security can be represented in the form of factors characterizing the security of their national economy, implemented as part of the economic confrontation. It is concluded that the Agreement on the Trans-Pacific Strategic Economic Cooperation should establish new regulations for world trade, set new standards, taking into account new trends in world development, ensuring an increase in the level of economic security of the countries participating in the TPP.

ANTI-CRISIS MANAGEMENT OF AGRICULTURAL ENTERPRISES

abstract

In the presented material, the author considers the analysis of anti-crisis measures as measures that contribute to solving the financial problems of agricultural producers. The factors by which the insolvency of enterprises are assessed are presented, their detailed components are disclosed, and it is concluded that the further financial condition of the analyzed agricultural enterprises depends to a large extent on external factors. In addition, the author cited those factors of financial recovery that will contribute to the exit of the majority of agricultural enterprises from the state of insolvency. In particular, the actions of the state apparatus, or rather, the formation of laws on assistance to agricultural organizations, will relate to such. Based on the results of consideration of such factors, it is possible to note the imperfection of legislative regulation by adopting by-laws and regulatory documents on the insolvency of agricultural organizations. The author came to the conclusion that to improve the quality of financial recovery of agricultural enterprises, it is necessary to realize internal reserves, that is, first of all, to develop an optimal model of an intraeconomic economic mechanism for each group involved in the formation of financial and economic factors. Particular attention should be paid to attracting real investment, which will be one of the ways of financial recovery of agricultural enterprises.

The article analyzes the impact of financial policy on the financial condition of an organization using a three-factor model for analyzing an organization’s financial profitability (DuPont’s formula). The author considers a model of equal return on assets curves (indifference curves) for all possible combinations of two determining factors: return on sales and return on assets. The results of the correlation and regression analysis of the relationship between own capital, net profit and accounts payable of a modern organization are presented.

The article discusses the methodology and methodology for creating scales with dynamic constraints, oriented to use in conditions of uncertainty. The formula dependencies for determining the boundaries of the classes of reference frames of the scale are given. The conditions for distinguishing the classes of benchmarks of the scale are defined and formalized. An example of the application of this type of scales for measuring the asymmetry and kurtosis coefficients in an algorithm for approximating the laws of distribution of random variables and processes by typical distributions from the Pearson system is given. An example of grouping samples is considered.
