Competitiveness is a multifaceted category, and its reliable adaptive support is possible only on the basis of the wide practical use of a systematic approach to managing the wine and wine sub-complex through its presentation as a complex multi-level natural-socio-economic system with a pronounced industry specificity. The modern competitive environment is global and highly dynamic, so the hope of only reactive methods to ensure the competitiveness of wine-growing systems is obviously doomed to failure. The formation of competitiveness of the grape-growing sub-complex of the agro-industrial complex of Russia is impossible without taking into account substitute goods, which chronologically determine the ability of business entities to dynamically and flexibly compete in the market with producers and suppliers.

abstract
In the current conditions of the functioning of the Russian economy, the search for effective management tools, areas and activities, the stabilization of which will ensure completeness, socio-economic stability of the real sector of the economy, regional and municipal economic systems, as well as the state economy as a whole, is of particular relevance. Special conditions of the Russian economy at present consist in the influence of several factors, the main of which are the reduction in oil prices and the presence of various economic sanctions. With the beginning of the sanctions, they began to actively discuss the need to solve the problem of import substitution, which, it seems, will not be easy to solve. At the same time, the fact of the urgent need to solve this problem is positive, this is when developing scientifically-based methods, identifying and applying effective tools will make it possible to intensify the use of internal resources and the existing potential of the state.

A trend analysis is carried out in the article, which allows not only to identify and formalize the development trends of the studied systems, but also to assess their stability. Features of the development of industrial fruit growing both at the Russian and district levels, and at the regional level are considered. A retrospective of the development of fruit growing in the Stavropol Territory is considered, the main vectors are identified. An important direction of development is the focus not only on the conquest and saturation of the domestic market of fruits and berries, but also on the long-term expansion into the relevant foreign markets, which is possible only through targeted transfer to a predominantly industrial basis of production.

ECONOMIC AND MATHEMATICAL MODELING OF THE DISTRIBUTION OF LABOR RESOURCES BETWEEN ENTERPRISES

The article considers a dynamic competitive economic and mathematical model of the optimal distribution of labor resources of a limited volume between a finite number of enterprises. The economic and mathematical problem is formalized in the form of a game with several participants. Several participants simultaneously invest in labor resources to redistribute them to a finite number of enterprises. As a result of capital investments, participants receive different incomes. It is assumed that the conditions of the game allow cooperative actions of the participants and the redistribution of income between them. In addition, investment conditions may change over time. Therefore, participants need from time to time to redistribute their labor resources between enterprises in order to maximize their income in accordance with the new conditions.

The article reveals the existing approaches to the definition of the term “budgeting”, illustrates the quarterly budgeting system at the enterprise, compiles a planned report on financial results and considers factors affecting the calculation of transportation costs. One of the presented factors is detailed and compared with the dynamics of raw material prices. The main problems of setting up a budgeting system and the advantages of this planning method for domestic enterprises are outlined.

The presented results can serve as a direction for further studies of the problems of the national microfinance system.
