abstract

The strategy of scientific and technological development of the Russian Federation determines the purpose and main tasks of the scientific and technological development of the country. Global changes in the organization of scientific, technical and innovative activities lead to a number of internal factors requiring the formation of a new competency model of a modern manager: compression of the innovation cycle, a sharp increase in the volume of scientific and technological information, an increase in the requirements for the qualifications of researchers, competition for talented highly qualified employees, etc. In the context of the main provisions of the strategy of scientific and technological development, the article substantiates the directions of improving the competency model, complementing the traditional ideas about the necessary knowledge and skills of modern managers.

The article reveals the main trends in the development of the digital economy in Russia and in the world. The article considers the structure of the personnel management system and its fundamental principles. The analysis of the scientific literature is carried out in order to identify various approaches to understanding the term “talent”, the index of competitiveness of world industry is studied, according to which “talent” is a key factor in the development of competitiveness of production. The following conclusion is drawn: despite the different approaches and interpretations of the concept of “talented employee”, enterprises of various industries regard talents as one of the key factors in the effectiveness of activity and the viability of the enterprise. It was revealed that enterprises lack a highly qualified workforce, which implies the importance and necessity of developing and investing in the education system, which is one of the first supporting links in the chain of tools and institutions that contribute to the formation of talents.

One of the main tasks facing the tax authorities is to increase the efficiency of work in the main areas of activity and to consolidate efforts to fulfill budget assignments. The relevance of research in this area is due to the fact that increasing the effectiveness of control work is the most important component in the activities of tax authorities in terms of ensuring budget revenues and reducing its expenditure associated with the functioning of the tax service. To make informed management decisions at various levels of management, a comprehensive comparative assessment of the effectiveness of the control work of tax authorities is required. The article discusses statistical data on the work of tax authorities for 2017 in general in Russia, as well as in Moscow and North Ossetia-Alania. The prospects and trends of tax control are assessed, the opinions of specialists and government officials on tax control are presented and analyzed, recommendations are given for improving tax relations.

Return on equity is the most important indicator of reflecting the performance of any business entity, be it an industrial enterprise, or organizations related to the financial and credit system. In the financial and credit system of the Russian Federation, the level of this indicator is quite large. This is explained by the favorable situation for banks in the financial market. Return on equity of a bank reflects the efficiency of using bank funds. The indicator allows you to characterize how high the efficiency of attracting and allocating resources at the disposal of the bank. Low profitability indicators indicate that the customer base is not large enough. Even if the market environment is not entirely favorable, banks are able to remain profitable and retain customers through widespread diversification by offering customers a variety of banking services and products.
