Agricultural insurance in Russia is still not developed. Results 2017–2018 confirm: the new procedure for state support of the agricultural sector, which did not take into account the particularities of the agricultural insurance system, has led to dramatic changes in the situation on the agricultural risk insurance market. The area of insured crops in 2017 decreased to a record low - 1,7%. The article discusses the main reasons for reducing the size of the agricultural insurance market and the consequences of switching to a single subsidy format for the distribution of funds in the field of crop and livestock risk insurance, considers measures to popularize the agricultural insurance system with state support. The necessity of introducing new mechanisms of agricultural insurance, motivating agricultural producers to conclude insurance contracts and the wider use of agricultural risk insurance tools, is determined.

The article assesses the directions of state support for crop production in the Stavropol Territory for 2015–2017. Recommendations are given on improving the mechanism for providing subsidies, expanding areas of unrelated state support and advising sub-sectors. It is proposed to switch to a consultation system in the provision of subsidies, as well as to provide agricultural enterprises with subsidies to cover part of the costs of developing and implementing innovative technologies, certification of agricultural products and other necessary measures.

Improving the competitiveness of agriculture in the country and regions is a solution to the problems of its further development. The article addresses the main aspects of agricultural insurance in the context of global transformation. We determined a decrease in demand for state agricultural insurance and tried to systematize the causes of this phenomenon. Particular attention is paid to the new tool of agricultural insurance - the “single” subsidy. The destabilizing conditions in the organization of the agricultural insurance system in the context of the provision of subsidies resulted in a radical deterioration of the market. An unadapted subsidy system has led agricultural insurance to decline.

The article explores the problem of the optimal distribution of labor resources in enterprises, taking into account changing conditions. The problem under consideration is solved using economic and mathematical modeling. To solve the problem, a deterministic model of a dynamic optimal-purpose problem is constructed. In the work, on the example of the functioning of the labor market, a game-theoretic model of the dynamic problem of optimal purpose is considered, the active participants of which are workers, enterprises and the employment service.

The article discusses the dynamics of Russian companies entering the domestic and foreign capital markets: what factors influenced decisions on attracting additional financing during the XNUMXst century. and what factors have the greatest impact in modern conditions. The work reveals the essence of the problem of capital search and identifies new ways of financing that are found at the stage of the formed market. The features of raising funds in the electronic digital environment and the risks that appear on unregulated trading floors are considered. The key directions of the development of primary and secondary allocation of equity capital of Russian corporations were studied and analyzed, the main factors determining the amount of financing and the goals of issuers were identified, ways to solve the problem of capital outflow from the Russian Federation were presented.
