The article is devoted to the main stages of building a management strategy for a socio-economic system when it is transferred from an initial state to an ultimate goal. Each stage is analyzed in detail. The methodology is based on a graphic image - spatio-temporal diagrams that allow you to visualize the algorithm for constructing a strategy and make the best choice. Note that the article is applied in nature. Its results can be used in practice in developing an optimal organization management strategy.

The article highlights key aspects of the policy of the European Central Bank (ECB) to address the causes and consequences of two waves of the banking crisis in Europe - the financial crisis (2008–2010) and the sovereign debt crisis (2011–2013). The ECB’s response to the crisis includes measures such as providing short-term and long-term liquidity to banks; purchase of assets from financial institutions; implementation of collateral financing schemes; applying negative interest rate policies.

PRIVATIZATION AS A TOOL OF STATE ENTREPRENEURSHIP IN RUSSIA: THE PROBLEM OF EFFICIENCY

This article is devoted to the study of the privatization actions of the Russian government since the collapse of the Soviet Union to the present. Substantial changes occurring in the country's economy as a result of the indicated transformations are considered. Three “waves” of privatization in Russia are analyzed, highlighting their positive and negative sides and identifying the reasons for their low efficiency, if any. The purpose of the study is to analyze the effectiveness of actions to transfer Russian state property to private hands at the present stage of development of the country's economy. The result is the compilation of a privatization scenario for the coming years, taking into account the post-crisis conditions, international sanctions against Russia, the changing world situation, energy prices and investment dynamics.

It is shown that the limiting factor of this process is the high price volatility of raw milk and unfair competition of large milk processors. The unsolved problems leads to the appearance of falsified dairy products and a violation of the food security of the integration association.

The assumption is formulated about changing the role of a commercial bank in fintech, which today can already act as a provider, aggregator, marketplace. The article proposes an algorithm for introducing key performance indicators taking into account strategic goals and existing business processes. The KPI system is necessary in the organization to assess the achievement of the goals that the company’s management sets, depending on the level of management. The KPI system plays an important role in the motivation system due to the fact that, on the basis of personnel assessment, incentive programs can be prescribed that form a variable part of employees' salaries.

The article analyzes the special economic zones (hereinafter referred to as the SEZ) of the technology-innovative type of the city of St. Petersburg, and the city of Moscow. During the study, the performance indicators of special economic zones, residents present in the SEZ, the infrastructure created in the territory of the SEZ were analyzed, the theoretical issues of creating these territories were studied, the strengths and weaknesses of the technology-innovative SEZs of St. Petersburg and Moscow were noted. Among the SEZ of the technology-innovative type considered in this paper, there are Dubna, Istok, Novoorlovskaya, and Neudorf.

In the modern economy, the process of system modeling of complex objects becomes more and more significant. With the advent of computerization, mathematical modeling has become increasingly used. In order to minimize possible risks, it is necessary to develop rational solutions to the problems that arise in the process of economic entities, and for the successful development of technical problems it is important to determine the role of modeling complex systems in the modern economy and this article is devoted to this article. Modeling allows us to conduct experiments that cannot be carried out on real systems due to their scale and social significance (since the risks of negative consequences are too great). Thanks to the process of replacing the system under study with a model, we are able to obtain useful information about the object and implement the most optimal solutions to existing problems.
