The article discusses the experience of the functioning of free economic zones in Russia and the USA. A comparative analysis of customs preferences and tax benefits provided to residents of special territories in two countries is carried out. The economic and political course of development of free trade zones in the Russian and American economic models is determined. The economic characteristics of successfully operating free economic zones in Russia and the USA are given. Systematic problems are identified that impede the achievement of high economic efficiency by domestic zones, and ways to solve them are proposed.

In this paper, three approaches in the domestic economic science to the study of market reforms in the former socialist countries are highlighted. The dynamics of the main macroeconomic indicators that determine the level of socio-economic development of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia in 1990-2010, the features of the transition economy and changes in the institutional structure of the economies of the countries of the Eurasian Economic Union (EAEU) as at the macro level are analyzed. and in most areas of competence of the EAEU. The degree of progress along the reform path and the gaps between the Member States in the development of institutions were identified to take these factors into account when planning the process of harmonizing legislation and coordinating policies in economic sectors in order to ensure freedom of movement of goods, services, capital and labor within the EAEU single internal market .

Financial stability is an essential component of the financial reliability of the financial market. This is the most important characteristic of the activities of financial and credit institutions. The article reflects the main directions of ensuring the financial stability of credit institutions in the Russian Federation; the role of the Bank of Russia in the implementation of the functions of the banking regulation and supervision body, and its participation in the rehabilitation of the banking sector are indicated.

The article is devoted to the role of scientific and educational clusters in the development of regions. The essence of these clusters, the tasks that the application of the cluster approach to the organization of the territorial space solves, are examined. A brief analysis of the state of the research sphere in the Republic of Dagestan was carried out, which made it possible to justify the feasibility of applying the cluster mechanism to the organization of this sphere. Measures aimed at increasing the efficiency of the cluster approach are proposed.
