abstract

The actions of politicians become more understandable and logical if we study their behavior using the theory of public choice, the founder of which is James Buchanan. Uncovering the imperfections of democratic choice, he answers the question of how to minimize the negative results of political decisions and increase their social effectiveness. J. Buchanan emphasized that the more authority is delegated to the state, the more freedom the bureaucracy has, the more the individual’s freedom is suppressed, like a fee for maintaining public law and order. J. Buchanan reveals the objective and subjective reasons for the distortion of the interests of voters in the process of political choice. Among them - the effect of alienation, negative externalities of budget items, self-spinning mechanism of budget growth. Regardless of the type of politician, his behavior is motivated by political rents, which are a form of economic rent. To overcome these problems, J. Buchanan proposes a strategy for constitutional revolution.

IMPORT SUBSTITUTION AND CREATION OF INNOVATIVE SCIENTIFIC PRODUCTION

abstract

The purpose of the article is to systematize and generalize the results of theoretical studies of domestic scientists and practitioners on the role of import substitution and its impact on the introduction of innovations in industrial production. The research methods were: the method of generalizing data, methods of description, analysis and synthesis. The result of the work was the evaluation and systematization of proposals for enhancing innovation in domestic industries. The implementation of these proposals will accelerate the innovation process in a number of industries, especially in high technology: machine-tool industry, radio-electronic industry, nuclear energy complex, mechanical engineering, shipbuilding, rocket and space industry, where the prospects for establishing effective import-substituting industries are most obvious. The main conclusions of the article were tested at training seminars in the ANO VO "National Institute of Business", Moscow.

The article discusses the features of the Federal budget for 2019–2021. in analytical and forecasting aspects. Their influence on the socio-economic development of Russia in the period up to 2021 is determined. The content and interconnection of national projects and state programs in the federal budget, directions of improving the planning of state programs are analyzed. The financial assistance to the constituent entities of the Russian Federation is assessed from the Federal budget, which is carried out both in the form of intergovernmental transfers of a general nature and other intergovernmental transfers.

ON THE PROBLEMS OF FINANCIAL INTEGRATION WITHIN THE FRAMEWORK OF THE EAEU

The article is devoted to the problems of integration in the financial sector and the need to create a single payment space of the EAEU member states. The issues of successful integration of the markets of the banking, insurance and exchange sectors of the EAEU countries require separate and increased attention due to the fact that, unlike other areas of integration and harmonization, where interaction is mainly carried out at the level of national regulators, departments and government organizations, here first of all it is necessary to take into account the realities of specific markets where the main players are the private sector represented by banking and non-banking financial organizations. The development of international cooperation should be aimed at continuing the work on financial integration within the EAEU. True, in terms of common positions and the pace of formation of single markets today ECE notes some lag. In different markets, this lag is from six months to a year. These problems are connected, among other things, with the fact that today in the participating countries there are very serious disagreements regarding the issues of unification and harmonization of legislation. The first stage of the single payment space project in the Eurasian Economic Union should be bringing to a common denominator the banking systems of the participating countries.

SOCIOLOGICAL EVALUATIONS OF TERRORIST THREATS IN MURMAN REGION

The analysis of surveys of the population of the Murmansk region regarding their attitude to possible terrorist threats is presented, conclusions are made about the effectiveness of the work of the executive branch of the region in strengthening the rule of law and ensuring public safety, as well as in ensuring control over the counter-terrorist threat. The empirical base of the article is based on the results of monitoring public opinion of the population of the Murmansk region from 2006 to 2017, which allows reflecting the level of terrorist threats in the Murmansk region.

The purpose of this article is to analyze the formation and development of innovative systems of economically developed countries and identify problems in the implementation of Russia's current policy in the field of innovation. The tasks solved in the article are to identify the factors of efficiency building a national innovation system. The novelty of the article is the identification of contradictions in the national economy of Russia that affect the formation of its innovation system. The article presents a comparative analysis of the characteristics of the processes of formation and development of national innovation systems of economically developed countries and Russia. Recommendations on improving the model for the formation and functioning of the Russian innovation system are proposed. It is concluded that from the point of view of building a national innovation system in Russia, the main directions are declared that are characteristic of countries with a high index of innovative activity, but the implementation of these directions is not so effective as to enable the national economy to occupy a leading position in the ranking of the most innovative countries.

The purpose of the study is to analyze the development trends of the Internet economy, factors and prerequisites for its formation. According to the results of the study, the authors revealed that along with great opportunities in the development of the Internet economy, there are also difficulties that lie in an undeveloped infrastructure and an imperfect legislative base in this area, and the lack of an effective regulatory mechanism. In this regard, Russia and other developing countries should take into account the experience of developed countries, where the stimulation of the Internet economy for a long time has been one of the priorities of the state.

PRIORITIES OF STATE SUPPORT IN TARGET PROGRAMS OF DEVELOPMENT OF PRODUCT CHAINS OF AGRICULTURAL FOOD COMPLEX OF RUSSIA

abstract

The article analyzes the dynamics and structure of state support for the sectors of the agri-food complex within the framework of the State program for the development of agriculture and regulation of agricultural products, raw materials and food markets for 2013-2020. A decrease in the volume of state support, a high share of the federal budget in financing the activities of the State Program, and fragmentation of support in some areas were revealed. It is substantiated that changing the operating conditions of the agri-food complex involves a change in the priorities of state regulation. The development of targeted programs for the development of food chains in the agri-food complex allows us to coordinate the dynamics and structure of the final products of the food chain with the processes of reproduction of the resource potential. The study was carried out as part of the RFBR grant "Scientific justification of targeted programs for the development of food chains in the agri-food complex of Russia."

The features of institutions characteristic of heterogeneous systems are revealed. The objects of analysis are the institutions that determine production, the institutions of distribution, the institutions that determine the mechanisms of exchange, the institutions that influence consumption. The authors establish under what conditions a heterogeneous economic system should achieve such uniformity that it will be stable, and will also correspond to all constitutive features of the system.

The article explores property relations as a factor in the formation of economic interests of economic entities. Their economic interests can be understood through the application of the method of personification of economic relations. In relation to the processes of the stock market, the economic interests of its participants are the personification of the corresponding property relations, which are formed, implemented and developed in the stock process. The authors noted that the correlation of objective and subjective in economic interests can include issues of consistency of internal motivations of stock market participants. If the coordination of the economic interests of participants in the stock process does not occur, then stock goods and money either do not enter the stock market or do not become counterparties to an effective investment transaction.

THEORETICAL APPROACHES TO THE DEVELOPMENT OF LOCAL CONTENT OF LARGE RESOURCE CORPORATIONS IN THE REGIONS OF THEIR PRESENCE

The article analyzes the concept of local content, explores possible theoretical approaches used by modern science to substantiate the significance of this concept for the development of regions where large resource corporations are present, and explores the possibilities for its promotion in resource-exploiting regions. Particular attention is paid to the theory of creating a “shared value” as a top-level goal that determines the direction of corporate strategies in the regions of presence. It is revealed that the concept of local content allows you to comprehensively describe and structure the levels of interaction between corporations implementing mining projects and the territories in which they are implemented, and also allows you to formulate areas for joint development. It was revealed that the application of the concept of local content goes back to the level of strategic planning of the largest resource corporations, correlates with the degree of maturity of corporate relations and is aimed at creating a “shared value” for both business and society. It is concluded that the concept of developing local content is the most promising from the point of view of ensuring the comprehensive development of the territories of deployment of resource corporations.
