The article considers the category of "economic potential" and its use in regional and industry studies. The analysis of existing approaches to the interpretation of this category is carried out. The selected approaches include: industry, resource, productive and target. The author’s point of view based on the synthesis of some approaches is cited, according to which the economic potential is the combined ability of the economy of a country, regions and enterprises to provide production and economic activities in a changing market environment, produce products, goods, provide services, and satisfy the needs of the population.

PROSPECTS FOR EXPORTING NATURAL GAS FROM RUSSIA TO EUROPE

abstract

The article discusses the most important factors that determine the prospects for gas exports from the Russian Federation to Europe. The strengthening of the integration policy of the EU countries in the adoption of agreed decisions was noted. The positions of the main exporters of gas to the EU market are disclosed. The role and importance of liberalizing Russian gas exports are shown. An assessment is given of the US foreign policy pressure in order to weaken Russia's position in the European gas market.

MONITORING THE STATE OF AGRICULTURE AND DIRECTIONS FOR STATE SUPPORT OF AGRICULTURAL ENTERPRISES

abstract

The article highlights the significance and role of the agro-industrial complex in the development of Russia, as well as the factors of development of enterprises in this industry. The importance and necessity of analysis of the agro-industrial complex is one of the most important tasks of the executive bodies. Therefore, the question of choosing an approach to control this industry is no less relevant. The paper presents a general algorithm developed by the authors for a mechanism for monitoring the state of an agricultural enterprise. Based on the algorithm, indicators were developed and a model was developed to assess the influence of external and internal factors on the development of the agro-industrial complex using a quantitative index. The model is tested on the example of agricultural enterprises in different regions of Russia.

BREAKTHROUGH TECHNOLOGIES OF FINANCING HOSPITALS OF MOSCOW CITY

The article proposes a fundamentally new breakthrough technology for financing hospitals in the city of Moscow on the basis of medical savings accounts (MHC), a distinctive feature of which is the transfer of part of the funds of working citizens to personalized MHCs to pay for medical care from these accounts. An illustration is given of a cash flow pattern between all participants of the proposed healthcare financing system of the Russian Federation.

The article has developed an economic approach to assessing the effectiveness of creating an organizational and economic system for managing a complex technical system, based on the mechanisms of rational and efficient use of resources. The economic efficiency of a complex technical system is determined on the basis of factors that have quantitative estimates. Two economic and mathematical models have been developed - a model for assessing the economic efficiency of a complex technical system and a model for accounting for risks in the organizational and economic management system of a complex technical system.

The article is devoted to the analysis of how the management of the opening ceremonies of major international competitions, such as the Olympic Games, is built around the reflection of the most attractive aspects of the development of the nation and is a manifestation of national identity. The study shows that in both Russia and the UK, the organizers of the ceremony built the ceremony on the promotion of the country's values ​​that form the basis of identity. The opening ceremony in the UK focuses on national symbols, the royal family, the history of the development of England, musical culture, tolerance and the active participation of society in the political realities of the country. Russia pays tribute to the ancestors who managed to create such a huge and powerful country, the religious attitudes of the people, breakthrough technologies, space exploration, the Russian language and culture, and respect for all nations participating in the Olympics. It summarizes what values ​​each country is trying to convey to the world community, which underlies the management of the opening ceremony of the Olympic Games.

In the presented article, the authors examined the essence and main sources of enterprise finance, in particular, the concept of enterprise finance is defined, the distribution and control functions of the enterprise finance are described, their role in the financial system of the country is shown. The authors pay special attention to the consideration of financial resources as a source of financial resources of the organization’s activities and as cash income, organization’s accumulations. The authors pay much attention to the structure of sources of financing the enterprise’s activities, the main components of which are: equity (authorized capital, invested and accumulated capital) and borrowed funds (borrowed capital). In addition, the authors disclosed the sources of the formation of the authorized capital of enterprises for a state enterprise, for a limited liability company, for a joint stock company, for a production cooperative.

The steady growth of the economy of the country and its regions in modern research is increasingly associated with the formation of an innovative knowledge-based system. In this regard, the importance of regional universities is no longer reduced solely to the traditional educational component, including the training of highly qualified specialists. The functions of universities are expanding, universities are the main basis for conducting and commercializing scientific research, and are creating conditions for the technological, socio-economic development of regions, and the accumulation of scientific and pedagogical potential. In the presented article, an analysis of various approaches to the definition of the term “regional innovation system” is carried out, the main subsystems and elements of a regional innovation system are summarized. The role of universities as key subjects of the regional innovation system, which ensure the formation of competitive innovative ideas and human resources, is determined.

ATTITUDE OF STUDENTS TO Fellow students with limited health opportunities as a condition for the formation of an accessible university environment

The article is devoted to urgent problems of inclusive education of students with disabilities. Based on federal laws and recommendations of scientists, the author reveals the main factors in creating an accessible environment for students with disabilities to study at a university: developing the infrastructure of an educational institution, a new level of professional competence of the university teaching staff, and parents being prepared for a conscious choice of an educational route for their children and future students, a favorable socio-psychological climate. The author notes the importance of such a condition as the attitude of students to fellow students with disabilities and people with disabilities in the formation of an accessible environment of the university. Of interest are the results of a sociological survey regarding the desire of students to study together with students with disabilities and people with disabilities, the ability to provide assistance if necessary. The author notes that in the process of studying at a university, it is at the defectology department that students change their attitude towards fellow students with disabilities and people with disabilities. The author also gives recommendations on building students' tolerance and willingness to help students with disabilities who are studying nearby.
