THEORETICAL AND METHODOLOGICAL ASPECTS OF STUDYING ECONOMIC SECURITY OF COASTAL ARCTIC REGIONS

abstract

The article discusses the theoretical and methodological aspects of studying the economic security of coastal Arctic regions. A number of domestic studies of the theoretical and practical aspects of this phenomenon are analyzed. It has been determined that in the current conditions of globalization and integration of the international economic system, there are risks of economic security both for Russia as a whole and for its individual entities, including coastal Arctic regions. The degree of security of these regions is largely determined by their potential for intensifying economic development. It was determined that approaches to ensuring economic security have significant differences in different regions, which does not fully guarantee economic stability and the development of social conditions in the country as a whole.

REPRODUCTION OF THE POPULATION AND BASIC FACTORS OF DEMOGRAPHIC DEVELOPMENT

abstract

In the presented article, the authors attempted to study the reproductive process of the workforce based on the study of certain nuances of the organization of labor of workers, as well as their selection. As a result of the analysis of the works of the founders of classical political economy, Utopian socialists, the authors noted that the essence of labor is not only manifested in the ability of the worker to work, but also labor is a process of productive use of labor. In addition, the authors came to the conclusion that all economic theories contain to a certain extent a one-sided approach to the process of reproduction of labor, and therefore, there are reserves for its subsequent refinement in connection with changing conditions. Each stage of economic development is characterized by its own direction, which recognized or rejected the need for state regulation. Moreover, the feasibility and level of influence of the state on the process of reproduction of labor is largely determined by the historical period, and in addition, by the objective conditions of ongoing economic processes taking place in any country. The paper proposes a structure of demographic factors affecting the formation of the workforce, including such as the distribution of the population by age and gender groups and the fluctuation of the shares of various groups in the total population.

abstract

Subject / topic. Ensuring the economic security of the state is carried out in the form of economic patronage by the Government and the Central Bank, economic cooperation and economic confrontation with other countries of the world. The article discusses the prospects for changing the level of economic security in South Korea and the countries of the Asia-Pacific region - participants of the Trans-Pacific Partnership (TPP) and the Comprehensive Regional Economic Partnership (WEP). It is concluded that the level of economic security in South Korea will increase with the implementation of the relevant agreements. Goals / objectives. To conduct a comparative assessment of changes in the level of economic security in South Korea during the implementation of global integration projects. Methodology. The paper considers indicators of economic security in South Korea: macroeconomic indicators and indicators of socio-economic development; volumes of realized and unrealized export / import of goods. Using statistical and econometric methods, the prospects for changing the level of economic security of South Korea in the implementation of the Agreement on the Trans-Pacific Strategic Economic Cooperation and the agreement on the Comprehensive Regional Economic Partnership are estimated. Results. An approach to a comparative assessment of changes in the level of economic security in South Korea is proposed. The importance of economic cooperation and economic confrontation in the context of globalization to ensure the economic security of South Korea is analyzed. Discussion / application. The proposed approach to a comparative assessment of changes in the level of economic security in South Korea reveals the priorities of economic cooperation and economic confrontation in modern conditions. Conclusions / relevance. The level of economic security in South Korea can be represented in the form of factors characterizing the levels of security of the national economy of this country, implemented in the framework of economic patronage, economic cooperation and economic confrontation. It is concluded that the Agreement on the Trans-Pacific Strategic Economic Cooperation and the agreements within the framework of the Comprehensive Regional Economic Partnership should establish new world trade regulations, new standards, taking into account new world development trends, thereby increasing the level of economic security of South Korea and most states - participants of TTP and WREP.

CONTINUING PRIVATIZATION AND ITS CONSEQUENCES FOR RUSSIAN CAPITALISM

The article considers the results of the privatization of the 1990s and its continuation at present. The opinion on the completion of privatization at the present stage, as having negative consequences for the socio-economic development of the country, has been refuted. The case on the continuation of the privatization policy with the development of capitalism in Russia is substantiated with concrete examples. The reasons for the need for the Russian authorities to continue the privatization policy are analyzed, the main of which is ensuring political loyalty by large private owners. Conclusions are drawn about the most likely consequences of continuing the policy of permanent privatization.

EVOLUTIONARY AND CAPITAL CREATIVE DEVELOPMENT OF THE BANKRUPTCY INSTITUTE

abstract

The historical development of the institution of bankruptcy in Russia and Western countries is revealed. The goal is to reflect the complex mechanism of formation of the institution of insolvency; the work uses historical, comparative approaches that more clearly reflect the importance of the issue under consideration. The general features of deliberate bankruptcy in Western countries and in the domestic practice of the application of insolvency cases are given. A positive aspect of the development of the institution of insolvency was the fact that interest in the personality of the offense was replaced by a manifestation of interest in his property. Consequently, persons who were related to enterprises and organizations of that time, began to answer to creditors with the accumulated property in the physical plane. Gradually, an approach was formed, according to which, bankruptcy procedures began to be perceived as forgiveness of management errors by the company associated with the inevitable risk of doing business. We can say that the characterization of culpability was finally separated from the concept of insolvency, which entailed a number of logical consequences. As a result, an increasing forgiveness to the debtors of their arising obligations led to the emergence of a modern type of insolvency as intentional, aimed at deliberately causing the inability to pay the money received in debt.

In the presented article, the authors examined key areas for improving existing financial management mechanisms at all levels of administration, focusing on improving the quality of forecasting budget parameters in order to ensure their long-term sustainability and balance. Particular attention is paid to maximizing the share of expenses incurred in the framework of the implementation of state programs. In addition, the authors substantiated proposals for improving the methodological tools for predicting the effectiveness of government programs; a technique is proposed by which it is possible to analyze and evaluate the state program's effectiveness even at the adoption stage, extrapolating its key indicators and on the basis of this, providing the opportunity to formulate reasonable conclusions about the need for its adoption or rejection, as well as recommendations on the appropriateness and directions of its development.

The article shows that the current system of financing health care and pension provision is forcing working citizens and employers to go into the “shadow” and that with this trend, funding for health care and pension coverage will decrease. A mechanism is proposed that allows motivating working citizens to work efficiently and take care of their health, significantly reduce federal and territorial budget expenditures on healthcare and pensions, and accumulate huge long-term financial resources for the growth of the Russian economy and improve the living standards of its citizens.

The study proposed scientific and methodological support for diagnosing the level of "digitalization" of the economy of Russia and its regions. An indicative analysis is carried out and the zone theory is applied to assess the severity of the crisis in this area. Diagnostic results allowed us to conclude that for a number of formal signs at the macro- and mesoscale levels a rather high level of “digitalization” is observed, however, there are a number of destructive trends, leveling of which is necessary for the development of a digital economy.

This article is devoted to the analysis of methods for promoting IT products in the Russian B2B and B2G markets. The purpose of the study is to determine the most effective methods for promoting IT products in the Russian B2B and B2G markets. The work identifies the main tools - the components of the marketing factor “Promotion” and provides examples of their successful application by well-known companies; the influence of the factor of releasing products to the sphere of high technologies, as well as to the categories “industrial” or “consumer” on the formation of a promotion portfolio is studied, the influence of the features of IT products on the choice of tools for their promotion is analyzed. The paper also discusses the features of B2B and B2G markets, which form the prerequisites and determine the effectiveness of the use of certain promotion tools. The result of the study is to identify the most effective tools for promoting IT products in the Russian B2B and B2G markets.
