abstract
The subject of the study is the study of the economic content of unemployment, its assessment. The purpose of the study is to assess the level of unemployment in the Russian Federation and its territories. The research method is analysis, synthesis, economic and statistical. The results of the study - the regions of the Russian Federation differ in different levels of unemployment, in 2018 the lowest is the Central Federal District - 3,4%, the highest - the North Caucasus Federal District (NCFD) - 11,2%. The scope of the results is national, regional economy. Conclusions - the causes of unemployment in the country as a whole were identified, including in the North Caucasus Federal District - incomplete functioning of the region’s core economic activities: agriculture, mining, tourism, inefficient socio-economic policy.

abstract
The article discusses the theoretical concepts of market economy models, regarding the transformation of the regional economy structure, as well as the transformation of the economy structure of the Jalal-Abad region, which is impossible without the influx of investments and ensuring the availability of financial resources. Given the limited domestic financial resources, a massive increase in the budget deficit and balance of payments, as well as the lack of a developed banking and financial intermediation system, a number of emergency measures were taken to quickly get out of the crisis by attracting foreign economic assistance. The main difficulty of economic transformations was the lack of real opportunities for the rapid accumulation of domestic resource potential and the extreme inadequacy of banking and entrepreneurial capital to fill the shortage of financial resources.

ESSENCE AND FACTORS OF FORMING WORKER'S COMPETENCES

abstract
Although the problem of staff competencies has been discussed in specialist literature for about 50 years, understanding of many aspects of their development and use remains unclear. Based on the analysis of studies, the competencies of employees are defined as the potential of the enterprise, which allows involving additional reserves in the production turnover. The employee’s competencies are manifested in his ability to build the necessary correspondence between personal qualifications, implemented functions and authority to use available resources. Improving these correspondences allows us to bring production to a higher level of efficiency with these resources, given the distribution of functions and this qualification of personnel with virtually no serious additional financial investments.

abstract
The article reveals the specifics of the cultural and leisure activities of sanatorium institutions. Classifications, various forms, means and technologies of cultural and leisure activities in sanatorium institutions are considered. The analysis of the cultural and leisure activities of sanatoriums in the territory of the Kirov region is presented. LLC “Sanatorium“ Lesnaya Nov ”named after Yu.F. Yantareva "in the village. Nizhneivkino, Kirov region. Based on a SWOT analysis of the main competitors of Lesnaya Novy Sanatorium LLC, strengths and weaknesses, as well as opportunities and threats to the development of cultural and leisure activities of this organization, are identified. The problems and prospects of the development of cultural and leisure activities of LLC Sanatorium Lesnaya Nov were identified. The development of software for cultural and leisure activities, as a process that affects the psychological state, mood and emotions of recreants, is presented as development prospects.

ECONOMIC INDEPENDENCE OF SUBJECTS OF THE RUSSIAN FEDERATION

abstract
The article considers threats to the economic independence of the constituent entities of the Russian Federation. An assessment is made of the state of economic independence of the regions from the impact of growing threats of the degree of dependence on external financing, a decrease in the efficiency of economic activity, an increase in the demographic burden, a reduction in the labor potential and per capita income of the population, and an increase in citizens' debt on loans. Based on the calculations made, a rating of the constituent entities of the Russian Federation is compiled according to the level of economic independence. Measures are proposed to neutralize threats to the economic independence of the regions of Russia.

abstract
Introduction The article is devoted to the study of the competitiveness of the hotel business based on the methods of compiling a competitive map of the market. The study is relevant due to the fact that the hotel business market shows high growth rates in the global economy, however, we have different levels of regional and interregional competition, as well as different growth rates. In this regard, building a competitive strategy for the development of an enterprise in the market strongly depends on both the competitive environment of the hotel business in the region and the market growth rate. Materials and methods. The methodological basis of the study is the idea that the market share of the enterprise is a resource, the size of which affects the level of influence of the enterprise on the market of competitors. Based on the basic formulas for building a competitive card, the main indicators of the hotel business of the Russian Federation were calculated and a competitive market map was compiled with a cross-classification of the size and dynamics of the market share. Results. Thanks to the competitive card, it becomes possible to assess the possibilities of resisting regional pressure in the hotel market. Based on the data obtained as a result of diagnostics of the competitive environment of the hotel industry in the Russian Federation, it was possible to find out that 93% of the regions have a deteriorating and rapidly worsening competitive position in the hotel market in Russia, which indicates the need to develop incentive measures for the development of the hotel market in the Russian Federation. Discussion. The methodology for diagnosing a competitive market environment described in this article makes it possible to draw up an actual competitive map of the market, on the basis of which the company is able to draw up a successful marketing strategy for developing the market, and a strategy for building up such a resource as competitiveness. Conclusion The proposed methodology for the diagnosis of the competitive environment of the hotel industry of the Russian Federation contributes to the development of the foundations of modern marketing theory. The practical significance of the diagnostic method proposed by the authors lies in the formation of the applied foundations for improving competitiveness and market development by building a competitive market map with cross-classification of the size and dynamics of the market share.

The practice of applying PPP mechanisms is very common both in the GXNUMX countries and in the developing world. Each country has its own sectors where PPPs are most often used, however, the healthcare sector always remains among the priority areas. The article presents a comparative analysis of PPP projects in Europe and Latin America. In Western Europe, especially in the UK, the most significant experience has been accumulated, both positive and negative. In turn, the countries of Latin America, as well as Russia, are faced with the problem of ensuring equal access to medical services in a society with a large social stratification. Based on the analysis, the authors propose options for improving the Russian practice of PPP in healthcare, taking into account national specifics.

abstract
Agricultural enterprises for effective functioning, it is necessary to use innovative management methods that will allow you to build a special system of information support for managerial decision-making. Controlling helps to increase the efficiency of agricultural enterprises in the context of the formation of an economy of an innovative type of development, which necessitates the formation of a model for the innovative development of controlling for agricultural enterprises. The purpose of the work is to develop a technology for designing a controlling system that will allow you to effectively solve intersystem tasks, analyze and synthesize a system, methods, including predictive, characteristics and criteria when creating a controlling system for a specific organization of the agro-industrial complex. On the basis of a non-systemic approach, as a fundamental method of scientific knowledge applied to the study of all aspects of the innovative fundamental theory of agricultural organizations, a model for the innovative development of controlling of agricultural organizations is considered and a technology for designing a controlling system is proposed. In line with the non-systemic approach, the controlling system is considered as a single system, structurally consisting of the initial subsystems and allowing rational application of knowledge and achievements of various fields of science to solve specific problems. Taking into account the fact that controlling is the implementation of the management process at agricultural enterprises, the main condition for the successful implementation and functioning of the innovative controlling model at the agricultural enterprise is the development of high-quality technology, the design of this controlling system, during which the basic elements of the system, its subsystems, their methods are determined connections and interactions.

This article substantiates the need to develop regional securities markets as sources of investment resources to ensure sustainable economic growth in the regions. An assessment is given of the application of mechanisms to stimulate investment processes in the regions using securities market instruments. Factors and conditions have been identified that determine the choice of this mechanism by both potential investors and the party receiving the cash flow. The scope, dynamics and structure of attracting finance through the stock market, including attracting foreign direct investment, are analyzed. Regional differences and factors in the use of stock instruments are considered.
