The article discusses some features and approaches to the study of the mortality process as an important part of the general process of population reproduction in socio-economic systems. The analysis of existing approaches to the study of the mortality process: narrow and wide. The author's point of view based on a synthesis of existing approaches to the study of mortality is presented, which consists in the fact that the dynamics and characteristics of the mortality process are often caused by socio-economic factors, while the socio-economic system is extremely susceptible to changes in mortality rates.

The article discusses the interaction of countries with economies in transition and the WTO. The basic requirements that must be met by such countries to join the WTO are presented. It is revealed that there is no concrete model of relations between the WTO and countries with economies in transition. This is partly due to the fact that each country has its own characteristics. Therefore, in the process of negotiations on accession of countries with economies in transition to the WTO, individual conditions are developed for each of them.

PROBLEM OF LAND TAX IN THE SYSTEM OF PROPERTY TAXATION

abstract

The subject of the study is the key role and importance of land tax in the system of property relations, the formation of the revenue side of municipalities. The relevance of the topic under study is confirmed by the increasing role of property relations designed to ensure the interests of citizens and legal entities. In addition, the personal disposable income of almost every citizen of the Russian Federation depends on the size of this local tax. Turning to foreign experience, we note that, in addition to tax policy, taxes, namely tax incentives act as a deterrent or stimulating population growth. Particular attention is paid to creating an independent financial base of municipalities, increasing the benefits of property taxes, which will contribute to the adoption of effective government decisions. The proposals outlined by the author to amend the regulatory legal acts of municipalities regarding the misuse of land, the acquisition of land by legal entities and individuals, the creation of state units involved in the assessment of land will contribute to a reliable cadastral valuation, which in turn will affect on the collection of land tax, reducing the area of ​​inefficiently used land.

In the framework of this study, a hypothesis is put forward that the traditional paradigm of regional development is a serious crisis limitation of the development of the regional economy, since it cannot explain modern spatial processes. The formation of the post-industrial paradigm of regional development is closely related to the actualization of the formation of regional innovation clusters, which become a new source of competitive advantages and structurally change the economic space. The purpose of this article is to test this hypothesis and identify key problems and prospects for updating the formation of regional innovation clusters. To test the hypothesis put forward by the author, a comparative analysis of the regional development paradigms is carried out, as well as their applicability and effectiveness within the framework of crisis restrictions in the development of regional economies.

LABOR PRODUCTIVITY AT THE ENTERPRISE AND ITS BASIC RESOURCES

In the presented article, the authors attempted to analyze labor productivity at the enterprise and allocate resources that affect labor productivity. For this purpose, the essence of labor productivity is disclosed in the work, the labor of enterprise workers is considered as a resource for increasing labor productivity, its essence is revealed, the need for selection, selection and training of personnel is emphasized. Much attention is paid to another important resource of labor productivity - the capital of the enterprise. The article describes the equity and borrowed, fixed and working capital. In addition, the most important resources of labor productivity, such as high-quality enterprise materials, equipment used, technologies, used energy, land and information, are considered. The authors in the article also characterized the main indicators of labor productivity: production and labor intensity; methods for assessing labor productivity: natural and normative; various factors affecting labor productivity are considered. First of all, this is the economic factor, the human factor, the acceleration of scientific and technological progress, the existing organizational system in the enterprise and the system of motivating people to work.

The object of the study is the subjects of the Central Federal District of Russia in terms of the implementation on the basis of their economy of the operating principles and technologies of the digital economy. The purpose of the work is to assess the readiness of the subjects of the Central Federal District of the Russian Federation to implement methods and means of the digital economy. To achieve this goal, a systematic audit of the main digitalization indicators of the Russian regions was used. To obtain solutions, the methodological basis of the regularizing Bayesian approach and Bayesian intelligent technologies focused on working with incomplete and inaccurate data were used. To conduct a readiness audit, standard scales with dynamic restrictions were used, which were considered in the report on the 2nd stage of this project. All the main conclusions and decisions obtained are illustrated on cognitive thematic maps for each individual indicator for each subject of the Central Federal District.

In modern economic conditions, when regional taxation issues are updated, such an aspect as the mobilization of tax revenues into the consolidated budget of a constituent entity of a federation acquires special significance. In order to conduct a comprehensive analysis of the collection of taxes and fees in subfederal education, in particular, with the allocation of regional taxes, the authors investigated the trends and specifics of the revenue of taxes and fees to the consolidated budget of the Republic of North Ossetia-Alania for the period 2015-2017. and on the basis of the analysis, the conclusion is substantiated that the taxes on regional taxes play a significant role in planning the budget of the subject. However, according to the authors, there are certain problems in this area, the solution of which should be devoted to further work.

FINANCIAL MODELING IN PROJECT MANAGEMENT AT EQUIPMENT ENTERPRISES

The article is devoted to the analysis of active investment policy in the context of modern economic development, which is a fundamental factor in the development of most modern industrial enterprises. The need for effective management decisions in the field of investment is determined by a whole procedure of research and analysis. The task is to study one of the main elements of project management - the financial model of the project, to describe the essence of financial modeling in project management at the mesoscale. The analysis applies the financial model of the project. The relevance of the methodology of this study is due to the adopted program to support investment projects implemented in the Russian Federation on the basis of project financing. This indicates the recognition of investment in industry as one of the strategic directions of the state in the field of project management at the mesoscale. The result of this work is to determine the order of financial modeling in project management at an industrial instrument-making enterprise. For effective project management, a system or enterprise must be well structured. The essence of structuring is to break down the project and its management system into subsystems and components that can be managed. In this case, you need to apply the laws of financial planning. It is concluded that project management at the mesoscale requires significant labor and time costs, since it is characterized by a large number of participants, indicators of productivity or quality, time for production, and organization of control. Moreover, the approval of the draft budget is a complex process, which is advisable to carry out in several stages: protecting budgets, coordinating them, finalizing and approving responsibility centers. This is followed by consideration, balancing and adoption of the budget by the executive body of the enterprise, approval of the annual budget as part of the annual plan. Such planning makes the process of budget formation transparent and efficient, virtually eliminating the possibility of overstating planned costs in individual units.

The article is devoted to the problems of digital transformation of the economy. In this aspect, issues related to the problem of institutional changes in the context of the digital transformation of the EAEU countries are raised. Along with other reasons for the weak development of information and communication technologies in Kyrgyzstan, low skills of people associated with the quality of education and science are highlighted. The conclusion is substantiated that in order to advance the process of digitalization of the economy in the country, educated personnel are needed as the main factor in the development of the information society based on new knowledge. For the formation of a knowledge economy, it is necessary to solve the institutional problems of knowledge transfer.
