abstract
The article discusses the impact of fiscal decentralization as a key mechanism of fiscal federalism on the socio-economic development of the country by analyzing the revenues and expenditures of the federal budget and the consolidated budgets of the constituent entities of the Russian Federation, as well as various models of economic growth. The results of the study showed that the modern process of budgetary decentralization is a multidimensional phenomenon, which does not allow an unambiguous conclusion about the need for widespread decentralization. The article proposes to ensure a balance between income and expenses at the lower levels of government, as well as to take into account national characteristics of the functioning and development of the budget process.

The article analyzes the economic interests of small businesses and revealed that a feature of the functioning of small businesses in modern economic realities is the multiplicity and diversity of their economic interests. The authors noted that the economic interests of small businesses are formed and implemented only in conjunction with the interests of other economic entities, in particular, the interests of employees are of particular importance. The study of the economic interests of small businesses, the possibility of their coordination in the conditions of the functioning of the market mechanism allows us to determine development trends as individual sectors of the economy, and the economic system as a whole.

The article discusses the structure of the program for ensuring the economic security of regions and large cities, as well as the procedure for its development. The aim of the work is to develop and analyze sections of the program for ensuring the economic security of regions and large cities. The tasks of managing the economic security of regions and large cities are studied, and the analysis of the main sections of the proposed program for ensuring the economic security of regions and large cities is carried out. The proposed structure of the program for ensuring the economic security of regions and large cities is distinguished by the allocation of sections related to the assessment of indicators of economic security of regions (large cities), and the determination of their security zones, the choice of a strategy to ensure the economic security of regions (large cities), the justification of measures to ensure the economic security of regions (large cities), including those focused on the formation and development of the resource potential of regions and large cities, by monitoring the economic and social development of regions (large cities). The proposed procedure for the development of this program to ensure the economic security of regions and large cities will take into account the specific features of the regions when planning activities in this area. The necessity of a comprehensive assessment of the level of economic security of regions and large cities is substantiated when developing a program for ensuring the economic security of regions and large cities, as well as the use of innovations in the general totality of decisions to ensure the economic security of regions and large cities. The structure of the program for ensuring the economic security of regions and large cities, as well as the procedure for its development, considered in the article, can be used to improve mechanisms and tools for managing the economic security of regional and municipal socio-economic systems.

COMPARATIVE ANALYSIS OF THE BABY FOOD MARKET IN PERM

The article discusses the baby food market in Perm. For a comparative analysis of the assortment, the category of baby puree (vegetable, fruit, meat) was selected in the following trade formats aimed at different categories of consumers: a supermarket ("Family"), a discounter ("Pyaterochka), a specialized store for children's goods (" Detsky Mir "), pharmacy ("Planet of health"). We studied the laws of merchandising in the sale of baby food and their application in selected trading formats. The analysis revealed that retail chains aimed at the mass consumption of products (supermarkets, discounters and children's goods stores), to a greater extent meet the requirements of customers, effectively use merchandising tools, unlike the network of pharmacies examined. The difference is associated with a different focus and specialization of trading formats.

The article assesses the performance of the banking sector of the Russian Federation, considers the main segments of the banking system. The current trends in the development of the sector are identified, their reasons are formulated. An analysis of the state of the modern banking sector in Russia showed that, despite some negative trends, the system as a whole is quite stable, including due to the effective control of the mega-regulator.

In the presented article, the authors attempted to consider the main provisions of the process of bank lending to individuals, including the essence of credit relations, the subjects and objects of credit relations, the functions of the loan, the principles of lending, the classification of loans by maturity are highlighted. The authors pay special attention to the content used by commercial banks for lending to individuals types of lending: consumer credit, car loans, mortgages, credit cards, microloans, refinancing. Moreover, the authors made an attempt to develop a hierarchical system of working with credit applications of individuals, the basis of which is the proposed main stages of lending, new methods of studying information about the solvency of the client. In addition to the proposed system, the authors give possible reasons for the refusal to issue a loan to a commercial bank.

Analysis of financial results is part of financial analysis, it allows the company to identify reserves for profit growth, to develop and justify management decisions to improve the efficiency of its activities. But despite the important role in the organization, the analysis of financial statements has a number of limitations. First of all, this is due to the quality of the analysis information base: the completeness, relevance and reliability of the reporting data.
