The results of the analysis of the oil sector based on comparisons are presented. An attempt is made to substantiate the dependence of the excess of raw materials through the provisions of the theory of restrictions. The situation on the world oil market has long been a bottleneck in ensuring structural changes in the national economy. It has been suggested that due to rising oil prices and the weakening ruble, a double surplus - the federal budget and the balance of payments - returned to the Russian economy in 2018, conditions were created for improving the use of natural resources, given the effect of the “forced localization” mechanism.
