The author analyzes the risk of competition between created and being created instruments for the development of the territory of advanced social and economic development (TOSED) on the example of the monotown of Manturovo, Kostroma region. It is shown that in the case of the creation of the TOSED, tax incentives will help achieve the goals of a structural industrial policy and diversify the economy of a single-industry town. In addition, this will make state support tools more accessible for enterprises of the urban district.

The authors substantiate the need for financial risk insurance and the sequence of concluding an insurance contract, provide indicators of the activities of insurance companies in the financial risk insurance segment, which are necessary for management to choose a successful insurer.
