The following negative trends in the field of subsidized agricultural insurance were revealed: insufficient insurance of agricultural risks in crop production, a decrease in government support, difficulties for agricultural producers in obtaining insurance indemnities, as well as a significant excess of government insurance subsidies over paid insurance indemnities. It was determined that the reason for the sharp decline in agricultural insurance was the introduction of a “single subsidy”, which also includes subsidizing agricultural risk insurance. Among the positive aspects, it is worth noting the recovery growth of the agricultural risk insurance market, which fell entirely in the second half of 2018. Based on the results of the study, conclusions were drawn about the need for measures to be implemented, the implementation of which will make agro-insurance a popular risk management tool in the agricultural sector.
