author

V.N. EMBULAEV, A.V. OSIPOV

abstract

The article highlights the problem of organizing energy management in order to meet the needs of end industrial consumers. It is shown that in a market economy one should rely on the concept of a cluster, not a complex. An understanding of the cluster as an incompletely managed complex is proposed, in contrast to its traditionally understood as the territorial formation of enterprises. The production, technological component is considered as a dynamic technical environment, which forms new goals in the energy management system. Many parallel types of production technology, economy, or replacement of traditional energy are formed, which fall out of the control system. Which lowers the effectiveness of management. It is proposed that monopolistic enterprises manage the processes of creating new non-traditional industries in order to avoid production degradation.
