abstract
The article discloses in time the development of the Chinese health financing system since 1950. It is shown that since 1994, China has been using medical savings accounts (MHC) as the main element of the health financing system in cities. The advantages of the MNF for working citizens, enterprises and the Chinese economy are disclosed.

RISK MANAGEMENT AS A CATALYST FOR RUSSIA'S ECONOMIC GROWTH

abstract
The article considers the influence of the mentality and cultural code of a Russian person on risk management. The work consists of three parts, which consistently prove the need for modernization of economic growth. The study analyzes the indicators of economic growth, which determine the path of modernization of Russia as a whole. The paper proposes to consider risk management from a “different angle”, in particular, by creating its own national act, which will take into account all the cultural characteristics of the country. The relevance of the work is confirmed by the need for competent management of risk management at the enterprise, an analysis of factors that can both positively and negatively affect the application of Western approaches to risk management. It was revealed that the national mentality and cultural code of the people are important factors.

abstract
In the article, the authors substantiate the need and prospects for the development of marketing competence of the organization. The aim of this work is to study the methodological foundations of the formation of marketing competence of the organization. When conducting the study, the authors emphasized that marketing competence is the basis of effective marketing activities of the organization, which is why this topic is especially relevant in modern Russia. The study uses methods of synthesis, analysis, classification, methods of problem analysis and modeling. The study revealed that the management of marketing competence allows organizations to be more flexible, agile, respond more quickly to changing market conditions, improve enterprise management and therefore become a leading factor in increasing competitiveness. The systematizations and classifications proposed in the study contribute to the development of a modern marketing concept. The practical value of the conclusions formulated in the work lies in the formation of the applied fundamentals of increasing the competitiveness of the organization on the basis of the formation of marketing competence.

The article discusses the motivation of staff at the service enterprises of small business. An effective motivation system will increase labor discipline, productivity, employee interest in the results of their work and reduce staff turnover. The article discusses standardization methods to determine labor standards and develop fair remuneration for employees. The considered non-tariff wage system and models of the commission incentive system for commercial services of service enterprises will allow you to choose the best option for stimulating employees.

The article summarizes and systematizes foreign scientific literature on the study of the theory of analysis of the relationship between the size of a branch network of banks and key indicators of their performance. The hypothesis of the effect of the number of divisions of credit organizations of Russia on net profit and related indicators of bank activity has been empirically tested. In the process of collecting the initial data, reserves for improving statistical accounting in the banking system of Russia were identified.

The subject of the research is the process of conducting collateral practice at JSC Russian Agricultural Bank. The purpose of the study - to study the collateral practice in JSC "Agricultural Bank". Research method - analysis, synthesis. The results of the study - assessment features, types of collateral at Rosselkhozbank JSC. The scope of the results is Rosselkhozbank JSC. Conclusions - the practice of conducting a mortgage business at Rosselkhozbank JSC was studied, including an assessment of its liquidity and reliability.

abstract
The article reveals the essence of innovative development as a definition. The process of interaction of participants in innovation activity is reflected. Four groups of the main entities of the “innovation” category are distinguished. The levels of innovative development from the nano to the macro level are considered, their relationship is described. A mesoscale is highlighted separately - the innovative development of the enterprise. The dependence of the innovative development of the region on the innovative development of the enterprise as an integral part of the regional economy is shown. The goals and principles of innovative development of the region are clarified. The basis of the economically conscious innovative development of the region should be the organization of high-tech industries based on the use of intellectual labor and creating high added value to the product.

abstract
Reforms in the field of education are aimed at improving the competitiveness of domestic education. The state is increasing spending on education, but its ratio to GDP is declining. A statistical analysis of the educational system is necessary primarily for monitoring the effectiveness of the country's reforms in this area. During the period from 2012 to 2017, the number of general educational organizations in the Kirov region decreased, which is mainly due to the closure of ungraded schools in rural areas. The number of students in schools has increased over this period. The priority tasks of the regional government in the field of development of the education system should be the improvement of the educational infrastructure, the preservation and development of the personnel potential of the educational system of the region.
