abstract

Taking into account the essential functions of complex multi-level socio-economic network formations (SMSES), the management tasks of managing the economic system include a two-part process of managing the interaction of system education with the external environment and management within the structure of system education. In this article, the Doctrine of providing electronic security for complex multilevel network education is substantiated. On the basis of the proposed Doctrine of ensuring economic security, the NMSC implements a program for ensuring the economic security of implementation and subsequent activities of network education adapted to the conditions and nature of the project being implemented.

DEVELOPMENT OF HEALTH FINANCING SYSTEMS IN CHINA

INTELLECTUAL PROPERTY OBJECT MECHANISM

abstract

In the presented article, the authors attempted to consider the mechanism for creating intellectual property objects, which is based on the priority areas of state policy ensuring –balance of the rights and legitimate interests of legal entities in the field of creation, legal protection and use of the results of scientific and technical activities and intellectual property in the field science and technology. As an example, the authors considered the mechanism of assigning rights to intellectual property created in the USA as a result of scientific research, the models of interaction between the state and organizations in the process of creating intellectual property in Germany, and the fundamental principles of Japanese R&D policy. An analysis of the mechanism for creating intellectual property objects in countries with developed economies showed that in these countries it applies special mechanisms for legal protection and use of objects of exclusive rights that reflect the important role that intellectual property plays in the socio-economic development of a country and ensure its effective use in market conditions. In this regard, the authors propose a mechanism for creating intellectual property objects that includes the process of performing research and delegating intellectual property rights at the conclusion of agreements (contracts) and the process of performing research and the distribution of intellectual property rights when concluding agreements.

FUEL QUALITY IMPROVEMENT SYSTEM

abstract

The article outlines the key conditions and features of the functioning of the fuel quality improvement system. The purpose of the study is to consider and formulate elements of a system for improving fuel quality to reduce the number of vehicle breakdowns and ensure transportation of good quality (for its final consumers), to increase the attractiveness of investing in projects for the retail sale of fuel and the oil refining industry as a whole. The objectives of the study are to determine the prerequisites for the creation of a system for improving the quality of fuel and the characteristic features of the development of the retail market for fuel in Russia, to describe the stages of the organization of wholesale sales of fuel, to present a preparation plan for the implementation of measures with a listing of costs. The research method is a systematic approach. As a conclusion, it is proposed to use a system for improving the quality of fuel, which includes collecting and posting fuel data (coming to the Internet resource, regardless of the seller’s interest in it) on a special website, which will make it possible to bring consumer information on prices for gas station products in real time by using the QR code on the check issued at the time of purchase.

The taxation of fixed assets of agricultural producers, being the most important tool for regional tax regulation of the agricultural sector of the economy, has the greatest impact on the level of production and investment activity of agricultural enterprises. In this article, the author investigated the role of property tax of organizations in the system of special tax regime - a single agricultural tax. The analysis of the impact of the level of tax burden on the dynamics of investment activity of agricultural producers. According to the results of the study, the author formed an algorithm for determining the taxable property of single agricultural tax payers.

The author of the article analyzes the most important indicators of the financial performance of a modern enterprise. Particular attention is paid to factor analysis of the financial stability of the enterprise. Factor analysis of financial stability involves the construction of a chain of indicators, on the basis of which it is possible to judge the achieved economic potential for the further development of the enterprise. The author also analyzes the probability of bankruptcy of an enterprise in order to assess the effectiveness of managing financial stability in the enterprise. The empirical basis of the study is the data of a modern enterprise.

In the presented article, the authors attempted to develop a methodology for analyzing and evaluating business activity and the influence of various factors on the change in the financial condition of an economic entity. For this purpose, the authors clarified the concepts of “financial result”, “profitability”, “profit”, examined the types of profit, profit functions, the process of forming the organization’s profit, identified the value and role of the company's profit, substantiated economic factors affecting the amount of profit. In addition, the authors considered the stages of the analysis of financial results and profitability of the enterprise, analyzed the essence of the methods used to analyze the report on financial results: horizontal analysis; vertical analysis; factor analysis; trend analysis; calculation of financial ratios; comparative analysis.

abstract

The paper considers the problem of the safety of consumer goods in the regional market, its impact on the economic security of the region. Ensuring food safety in the consumer market of a country, region, city is one of the priority areas for improving the quality of life of the population. Consistent work is required to ensure the quality and safety of food products in the country's consumer market. The purpose of the article is to study the influence of consumer factors of consumer goods on the security of the consumer market of the Kirov region and the economic security of the region as a whole. The theoretical and methodological basis of the study was the concepts and hypotheses presented in the works of domestic and foreign scientists on safety, food security, the regional economy, regional consumer markets, and the study of the quality of goods. The methodological substantiation of the study on the chosen topic is based on the provisions of the systems approach and the general theory of systems, the theory of quality systems, the theory of logistics and trade management. To substantiate the points put forward in the study and solve these problems, methods of economic and mathematical modeling, systemic, structural analysis, statistical, expert-analytical, and sociological methods were used, which made it possible to uncover the essence of the questions being studied, to obtain reliable results, and to provide sufficient validity to the estimates and conclusions contained in the study. Ensuring food safety in the consumer market of a country, region, city is one of the priority areas for improving the quality of life of the population. Consistent work is required to ensure the quality and safety of food products in the country's consumer market.
