abstract

The article presents four key trends in the process of the Fourth Industrial Revolution, affecting the long-term socio-economic development of society, taking into account their leading role in shaping policy responses: accelerated technological development, the expansion of global ties, the shift in business activity and the aging of the population. The leading technologies of the Fourth Industrial Revolution are described as drivers of economic growth and development of the XNUMXst century .; Opportunities and challenges have been identified and substantiated: the general increase in the quality and standard of living of society or the loss of competitive national advantages, the growth of unemployment and inequality both within and between countries. The analysis showed that insufficient attention is paid to an integrated approach in assessing, respectively, and in strategic solutions to the global problems of modern society. Suggestions have been put forward to improve economic policies in order to unlock the potential of key technologies.

EVALUATION OF THE COMPETITIVENESS OF THE TERRITORY IN THE INDEX OF ECOLOGICAL EFFICIENCY

abstract

Assessing the competitiveness of the territory is always relevant for any state. The Environmental Performance Index (EPI) is widespread in the world. This paper considers data from the top 10 countries and Russia. The objective of the EPI is to quantify the results of state policies on pollution control and natural resource management. However, EPI data contain disparate indicators of environmental sustainability and countries' performance, which excludes the possibility of assessing the dynamics of state development. To assess the economic development of Russia, it is necessary to take into account the level of social and environmental indicators. The environmental performance index is a topic for further research.

SOME ISSUES OF IMPROVEMENT OF LAND TAX IMPROVEMENT IN THE CONTEXT OF CADASTRAL ASSESSMENT

abstract

The subject of this article is one of the key factors that determine the system of property relations, the effectiveness of economic reforms in the country as a whole - the determination of the cadastral value, the criteria for this assessment. The proposals outlined by the author for eliminating the problems of land boundaries, resolving the difficulties that await state registration of land, and eliminating inconsistencies in the information data specified in the Federal Register will contribute to the effectiveness of pre-trial and judicial settlement of disputes. In addition, the procedure for improving the system of criteria for cadastral valuation is considered, namely, bringing managers of state appraisers to personal responsibility, as well as expanding the scope of the electronic protocol - smart contracts.

EAEU FOREIGN ECONOMIC AGENDA: NEW OPPORTUNITIES AND PROSPECTS

abstract

The article discusses the issues of increasing the degree of international engagement of the EAEU taking into account the existing prerequisites not only for deepening the “core of integration” within the EAEU, but also for expanding the network of foreign economic relations, which have recently become increasingly important on the agenda of the association. Based on the official information on the status of the negotiation tracks, one can note a fairly extensive geography of the actual and potential interaction of the EAEU in the Asian, European and Middle Eastern directions. Special attention deserves: the experience of concluding in 2015 and implementing the agreement on a free trade zone with Vietnam; started in 2016 and recently entered into an active phase negotiations on a free trade agreement aimed at unifying the trade regime with the Republic of Serbia; intensive cooperation of the EAEU countries with China, including within the framework of the agreement on trade and economic cooperation signed in 2018 and the foreign economic concept “Silk Road Economic Belt”. A special place in the article is given to the consideration of promising directions for the development of energy cooperation of the EAEU countries both at the regional level and on the external circuit of integration.

DRAIN OF MINDS: BACKGROUND AND CONSEQUENCES FOR RUSSIA

A brain drain is a threat not only to economic but also to national security for any country in the world. The massive outflow of scientific personnel at the end of the last century led to a significant decrease in the intellectual potential of Russia, which immediately affected the loss of the leading positions that the Soviet Union occupied in the world in terms of innovation activity. The article analyzes the main causes and consequences of brain drain on the Russian economy, suggests measures to reduce, and in the future, prevent the departure of scientists and talented youth abroad.

The article discusses the role of high-tech products in the economy of the country as a whole. The analysis of the main indicators of its foreign economic activity is carried out: the export of high-tech products, the balance of foreign trade turnover, the export of high-tech technologies by transaction objects. Particular attention is paid to the barriers to Russia's entry into the international market of high technology products, among which the key ones are low innovation activity, a weak innovation structure, monochrome export, and the complexity of tax relations. Promising areas for the growing influence of high-tech products on the world market are the revitalization of small and medium-sized businesses, the organization of B2B marketplaces and the development of joint B2B platforms.

The article discusses aspects of the formation and development of the procurement system. The issues of its observation are being updated with the goal of identifying problem points in development, risk management, making operational decisions and making suggestions for its improvement. One of the main instruments for procurement management is described - monitoring, which allows achieving the goals set at the enterprises of the fuel and energy complex. The authors analyze the basic regulatory acts governing energy security monitoring in order to identify threats, assess the existing and expected level of energy security, prepare information in the process of functioning and development of the fuel and energy complex.

The article considers and systematizes the approaches used in the scientific literature when defining the concept of “economic potential”, provides an overview of the definitions formulated by scientists and economists on the basis of various approaches. The analysis of definitions showed that, depending on the chosen approach, the definition of the concept of “economic potential” to a greater or lesser extent reflects its essence. Based on the material studied, the authors of the article offer their definition of the economic potential of the enterprise, as well as a model for its formation, taking into account the influence of factors of the external and internal environment and allowing to build indicators characterizing the economic potential of different levels.

The article discusses current issues of smoothing out disagreements between accounting and tax accounting for accounting for transactions with imported goods. The article provides a brief review of the collective monograph published in September 2019. Based on the results of the review of the main publications of the last decade on the topics of the Eurasian Economic Union (EAEU), the content and structure of the book, which includes three main blocks of research, are analyzed. The distinguishing features of the monograph are highlighted, which allow taking a step forward in studying the process of transition of the post-Soviet republics from a planned to a market economy and integration in the EAEU.
