This article defines the essence of the institutional approach to the analysis of the public procurement system, reveals the theoretical concepts regarding the nature of the formation of transaction costs in the system of public-private relations, analyzes the legal regulation of public procurement as a formal economic institution, provides a model for measuring the transaction component of the contract price.

Infrastructure construction projects lead to increased productivity of production factors due to communications, solving social issues. The theory of investment design does not take into account many components. In addition, temporary, country indicators affect the indicators of return on investment. The article presents a theoretical analysis of the psychological aspects of resistance to innovation in educational activities and ways to overcome them. The authors note that resistance to innovation can arise at three levels: individual, group and organizational. In order to overcome the resistance to innovation, it is recommended to organize the provision of psychological readiness of teachers for innovative activities, as well as implement training for department heads and departments in effective leadership styles for GRID technology developed by R. Blake and J. Mouton.

abstract
The article assesses the impact of the military component of the policy of the United States of America in the “strategic triangle” of Russia - China - USA on the implementation of current American policy in Central Asia, the Asia-Pacific, Euro-Atlantic regions, the Arctic, the Middle East and other regions of the world. An approach to a comparative assessment of this influence is proposed, which allows to identify the priorities of Russian policy in these regions. The assessment can be used to substantiate recommendations to the military-political leadership of our country.

The article discusses the features of Russian colonization of the Far East from the XVI century. according to the nineteenth century, the theoretical justification of the settlement of the region in the pre-revolutionary and Soviet periods is given, the connections between the settlement processes and the formation of the economic space in the east of the country in the context of integration processes with Asian countries are shown.

abstract
A theoretical and economic study of various aspects of the impact of external constraints on the Russian economy in recent years has become one of the rapidly developing areas of scientific research, since it has significant capabilities in meeting the needs of modern transformations. The focus of the authors' research is the presentation of external constraints as a stable component of the systemic phenomenon of the “new economic reality” that arose under the conditions of deep technological changes; specific opportunities arising in the process of structural transformations under external constraints; development of applied tools for structural transformations under external constraints. Through the prism of external constraints, the authors consider the key problem nodes and the contradictions of structural transformations, evaluate the effects that occur at various levels of this process, offer tools for solving urgent problems. The article contains recommendations for improving the state economic policy in the field of structural transformations. In the research process, heuristic resources of a number of modern scientific theories were used: socio-economic transformations, state economic policy, and cognitive economy.

The article discusses the process of modern investment projects for the development of transport infrastructure. The focus is on the development priorities of international transport corridors. The factors that are able to determine the assessment of the effectiveness of the implementation of projects for the formation of international transport corridors are studied, supplemented by the main risk groups of the studied projects. Evaluation of information from the Ministry of Transport of Russia showed that in our country there is a rather high interest in building new and expanding existing international transport corridors to ensure demand for goods circulation and movement of people, as well as the development of regions with potential for agricultural activities and resources.

The article explores the mechanism for collecting tax debt in Russia. The main indicator characterizing the effectiveness of tax administration is the collection of taxes. The problem of the effectiveness of the mechanism for collecting tax debt ultimately determines the efficiency of the fiscal apparatus of the state. It is important to note that every citizen of Russia has tax liabilities. Not exempt from taxes and fees and organizations. The article analyzes the causes of distortions and deformations in the Russian socio-economic model. The institutional reasons why Russia has not become a full-fledged market economy in almost three decades are highlighted separately. Estimates of competitiveness indices, network readiness, etc. indicate the underdevelopment of market behavior institutions as the main brake on economic development. The hypothesis of the possibility of adjusting an ineffective socio-economic model in the process of digital transformation, which is inevitably accompanied by a transformation of behavior institutions, is put forward.

The article explores the trends of investment support of economic growth, analyzes the dynamics of the volume and growth rate of investments by financing sources. The imbalance between own and attracted sources of investment financing is indicated. We received consideration and analytical justification for such characteristics of the conditions for carrying out investment activities as the ratio of: 1) gross savings to GDP, 2) investments in fixed assets to GDP; 3) gross fixed capital formation to gross saving. The emerging trends in the growth of investments in the real sector of the economy are noted, despite the sanction pressure and high volatility of the financial market.

With the development of the digital economy, many countries have developed digital strategies and action plans aimed at realizing development opportunities that enable the use of digital end-to-end technologies, such as artificial intelligence, analysis and storage of big data, a distributed registry or the Internet of things, and risk management, related to digital transformation. Under these conditions, and also if there is a need to form technological sovereignty and create unique competitive developments in the global market in Russia, it is necessary to create a comprehensive holistic approach, the use of which would ensure the management of technological risks of the innovation activity of the digital ecosystem. The article provides a foresight on the development of innovative ecosystems, taking into account technological risks, which allows us to describe the leverage with which the key elements of the innovation ecosystem (digital platform, network effects and market expectations) function to understand possible directions, prospects and threats associated with the development of digital ecosystems .
