The theoretical analysis of the main methodological problems associated with conducting applied psy-chological research of professional motivation is undertaken in the article. abstract

Currently, the financial cycle of an organization acts as one of the most important mechanisms on the basis of which it is possible to plan and forecast activities, as well as it is possible to increase the investment attractiveness and financial stability of the organization. The article reveals the main theoretical provisions of the analysis of the financial cycle, presents a visual scheme that reflects the relationship of the financial, production and operating cycles of the organization. The article also presents the characteristics of various variants of financial cycles of the enterprise, which may eventually affect the financial well-being of the organization as a whole.

The article deals with the restrictions that prevent the solution of the problem of increasing the employ-ment of convicts, related to the need for mandatory regime and supervision at the temporary production facility of a correctional institution, the lack of the possibility of mutual offsets when conducting counter deliveries of goods, services, work, both in-system deliveries, and when interacting with other organizations in the frame-work of activities related to attracting convicts to work. Solving these problems will allow us to use renewable resources and attract additional financial resources to the penal system.

It is proposed to consider the problems of state regulation of innovative development in a digital platform through the concept of “State as a platform”, which requires a certain rethinking of principles and approaches to the public administration system. The article discusses the challenges that technological development poses to regulators, and analyzes the adequacy of the Russian regulatory system to the challenges of digital economy development. The article includes a description of existing experience in government regulation of the digital economy. Based on this experience and the specifics of the Russian context, the author analyzes approaches that can be applied to create a system for regulating the digital economy.

abstract

In modern economic conditions, when the issues of legislative support in the field of regional taxation are updated, such aspect of economic relations as the legal basis of the tax on property of organizations in the subject of the Federation becomes particularly important. In RSO – Alania, within the framework of the possi-bility of adopting its own legislative framework and legislative activities in the field of regional and local taxa-tion, as well as partially Federal taxation, adopted and operates, in accordance with Chapter 30 of the Tax code of the Russian Federation, the Republican Law «On property tax organizations». Legislation of the Re-public of North Ossetia – Alania provide for certain tax benefits on tax on property of organizations. A tax benefit is granted subject to the conditions set forth in the legislation. It should be noted that the adoption and operation of the modern legislation of the Republic of North Ossetia – Alania on the property tax of organiza-tions abolished and recognized as invalid some of the laws of the Republic of North Ossetia-Alania. Thus, it is obvious that the RSO – Alania has its own legal framework for the property tax of organizations, but it is adopted and operates within the framework of the Federal legislation of the Russian Federation.
In order to conduct a comprehensive analysis of the legislative support of the regional base on the prop-erty tax of organizations, the authors studied the trends and specifics of legislative activity in the Republic of Kazakhstan on the studied tax, and on the basis of the analysis, it is justified that, however, in this area, according to the authors, there are certain problems, the solution of which should be devoted to further work.

abstract

In the presented study, the hypothesis is put forward that the disruption of economic relations in the rapidly developing viral-economic cycle caused by the global coronavirus pandemic, which led to the forced disintegration of all regions of the Russian Federation, is a new paradigm of socio-economic development of the world economy. In addition, the development of the digital economy contributes to the emergence of new tools for the functioning of regional clusters, ignoring which can lead to a decrease in the efficiency of activities. The purpose of the article is to test this hypothesis and determine the key problems and prospects of regional clusters in the context of a new paradigm of socio-economic development and growth of the digital economy. To test this hypothesis, a comparative analysis of the functioning of regional clusters in the conditions of the old and new paradigms of socio-economic development, taking into account the growth of the digital economy, is carried out.

The article highlights methodological approaches to solving the risk management problem of large pro-jects and programs as a factor in solving the problem of ensuring the recovery growth of the Russian economy. Issues related to special risks arising in large projects and programs that are financed under the project fi-nancing scheme are considered. The examples of infrastructural, national projects and programs examined the reasons for the lack of effectiveness of project finance risk management, proposed methodological rec-ommendations for improving the risk management efficiency based on harmonization of project management of large project participants.

abstract

The article attempts to comprehend the impact of the COVID-19 pandemic on the oil and gas industry enter-prises and to identify the consequences of coronavirus for the sectors of fuel and energy complex (FEC). The coronavirus pandemic does not apply to the cyclical recession of the economy, but rather to the shock, which impact on the global economy on a full scale has yet to be assessed. The author notes that COVID-19 has nega-tively affected the employees of energy companies, led to a reduction in energy demand, supply disruptions, fierce price competition and caused a sharp drop in prices. In conditions of limited and constantly changing information, the author’s conclusions do not claim to be complete, being an attempt to formulate some questions on this topic.

Subject / topic. The military component of the policy of the Russian Federation in the “strategic triangle” of Russia-China-USA occupies an important place in the implementation of Russian aspirations in various regions of the world.
Goals / objectives. To assess the impact of the military component of the policy of the Russian Feder-ation in the “strategic triangle” of Russia-China-USA on the implementation of current Russian policy in the Post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and other re-gions of the world
Methodology. The paper reviews the impact of the military component of the policy of the Russian Fed-eration in the “strategic triangle” of Russia-China-USA.
Results. An approach to a comparative assessment of the influence of the military component of the policy of the Russian Federation in the “strategic triangle” of Russia-China-USA is proposed.
Discussion / application. The proposed approach to a comparative assessment of the influence of the military component of the policy of the Russian Federation in the “strategic triangle” of Russia-China-USA allows us to identify the priorities of Russian policy in the Post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and other regions of the world.
Conclusions / relevance. A comparative assessment of the influence of the military component of the policy of the Russian Federation in the “strategic triangle” of Russia-China-USA can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the military component of Russia's policy occupies a dominant position in the implementation of the current policy of the Russian Federation in the Post-Soviet space, in the Asia-Pacific and Euro-Atlantic regions, in the Arctic, the Middle East and other regions of the world.
