Abstract
The parliamentary hearings held last summer last year “On measures to improve the quality of education in the Russian Federation” [10] addressed to a large extent the issues of reducing reporting and bureaucratic workloads, reducing excessive control over the activities of teachers and heads of educational organizations. The consequence of this was an active discussion in the expert community of amendments to the draft federal law on amending the relevant articles of the Federal Law “On Education in the Russian Federation” [13], as well as the ongoing discussion on urgent problems of bureaucratization in the field of education and science, which This article is devoted.
