Abstract

This article includes the results of the authors' research on the issues of state regulation of the innovative economy in market conditions. The formation of the innovation system is preceded by the develop-ment of an innovation program, which would provide for the priority development of high-tech and knowledge-intensive industries, financial and credit mechanisms, due to legislative and other regulatory legal acts. The innovation program should be aimed at building up scientific, technical, innovation and production potential in promising areas of the economy, which should contribute to obtaining fundamental competitive advantages in the future. To implement it, a system of measures is needed: assistance in the formation of high-tech industries, including in the creation of an effective system of technology transfer, both foreign and intersectoral; creation and support of the activities of modern elements of scientific and innovation infrastructure.
