Abstract
The subject of the research is the general trends and changes in the field of resource conservation occurring in the economy at the national level, in the aspect of state regulation. The purpose of the work is to determine the level of resource efficiency of the Russian economy, to formulate the key directions for the implementation of state policy to activate resource-oriented projects. The basic approaches to the interpretation of the category of “resource saving” have been worked out, the substantive essence of the definition has been established. The analysis of foreign experience in the implementation and support of resource-saving measures at the state level is carried out. The range of the main tasks of implementing the resource-saving policy of the state has been determined; developed tools for activating and regulating resource conservation; formed and substantiated the conceptual provisions of the methodological support of the transition of the national economy of Russia to the path of resource-saving development.
