Abstract
The article outlines the main components of the concept that determines the role and key
positions of the university as a development institution in achieving national goals and the socio-economic
development of the region (on the example of Vyatka State University).
The role of the university in the implementation of national goals, the key unique strategic characteristics
and projects, the contribution and strategic positions of the university in the socio-economic development of
the region, the mechanisms of interaction of the university with key stakeholders; prospects determining the
increase of its role in the life of the region are determined.
The key positions of the university development that determined the development of complex strategic
projects are formulated; a conceptual model for the formation of significant tasks in the implementation of the
university’s role in the socio-economic development of the region, which can be universal.
