Abstract
In this article, the concept of metagovernance is considered as the basis for the interaction of public and non-public actors involved in the development of a certain territory. It is assumed that in modern conditions, public actors do not have enough resources necessary for the balanced development of the territory. Therefore, in order to optimize transaction costs and improve the efficiency of territory management, given the limited possibility of transforming the institutional infrastructure of public actors, it is necessary to develop and integrate horizontal links between public, non-public commercial and non-public non-commercial actors united in management networks, while endowing public actors with the functions of meta-managers.
