Abstract
One of the most important elements of Russia's regional security is the personnel component. Threats and risks of personnel component have a destabilizing effect on the socio-economic development of the regions of the Russian Federation, which can subsequently lead to a decrease in the overall regional level economic security. The article provides a theoretical justification for the concept of the personnel component of the economic security of the regions (HR security), and also analyzes the main indicators characterizing this element, using the example of the Kirov region.
