Abstract
The article considers the problems of transforming the process of digitalization of state institutions in
Russia. The basic principles of humanism, which are in conflict with the mechanisms of digitalization of society, are
considered and structured. The current issues of digitalization in relation to vulnerable segments of the population
in the context of the COVID-19 pandemic are considered.
The main ethical issues associated with the digitalization of the state, such as the safety of personal data and
their use for advertising and other purposes, are systematized. The issue of the need to hide government data in
the context of a special military operation in Ukraine is especially considered.
