Abstract
The socio-economic environment that changed at the beginning of 2022 and the unprecedented speed of transformation to restraint and new complexity became the challenge to the status quo of professional competencies of civil servants, who need for a real managerial breakthrough, to strengthen anti-fragility in confronting the deteriorating conditions of the implementation of management practice to destroy this status quo in order to repeatedly improve the systematic approach to management in conditions of chaos.
