Abstract

The article proposes the concept of institutional transformations in the direction of expanding endogenous distribution, taking into account the stated preferences of agents of the forest complex. The steps of deregulation and decentralization of formal institutions, transition to differentiated subsidization of forestry activities, introduction of the concept of inseparable improvements, optimization of the taxation function based on expert committees and improvement of endogenous contractual relations of the Russian forestry complex have been developed.
