Abstract
The article deals with the issue of increasing environmental and economic damage from the entry into the atmospheric air of pollutants that have an adverse effect on public health and the environment in one of the subjects of the Russian Federation. An assessment of the structure of pollutants is given and indicators of emissions are given. It is proved that the expert assessment of damage and the amount of polluting emissions indicate the need to improve approaches to ensuring environmental safety. The authors also provide a comparative table of damage indicators for 2020-2022. It is said that the mechanism of reinsurance of disaster risks also seems to be an effective tool to compensate for damage to third parties when the insurance company does not have the necessary funds, and the environmental and economic damage itself is huge. It is also noted that the insufficient amount of funds transferred by enterprises for air pollution is explained by low rates of environmental payment. To fully compensate for environmental damage, it is proposed to introduce an environmental tax. The environmental tax rate should be equal to the marginal social costs in order to achieve a balance between the volume of production of the taxpayer enterprise and the losses of society arising from this production.
