Abstract
The article examines, on the basis of criteria of social effectiveness, interrelated topical problems
of social policy – the creation of the Defenders of the Fatherland Foundation (hereinafter referred to as the Foundation) to provide targeted support to participants in a special military operation (SVO) and their
families, the development of its relationships with the pension and social insurance Fund (hereinafter referred
to as the Social Fund) in order to ensure the effectiveness of their joint activities.
The main goals and directions of the Fund’s work and the establishment of its branches in the country are
analyzed. The state of social services of the population is being studied to determine whether it is effective to
“fit” the service of Fund participants into this system or whether it requires improving the quality of services.
The current state of employment of the population and the labor market is analyzed – financing of some
basic measures under the federal project “Employment Promotion” (as part of the state program “Employment
of the Population”), a forecast prepared by the Ministry of Economic Development of Russia on the demand for
personnel by 2030. Conclusions are drawn about the balance of the labor market in the future, including through
rehabilitation, vocational training and employment participants of the Defenders of the Fatherland Foundation.
