Abstract

The article analyzes the economic conditions and functional features of the performance of the functions of the customer and supplier in the procurement of products for state needs in the institutions of the Federal Penitentiary Service (FSIN of Russia). The key factors influencing the efficiency of procurement are considered, including restrictions on competition, legal regulations, financial stability, human resources, internal control and interaction with government agencies. Particular attention is paid to the dual role of the FSIN of Russia as a customer and contractor, which creates a unique operating model similar to the hybrid competition model. Based on the analysis, recommendations are proposed for minimizing economic and managerial risks, as well as for optimizing procurement processes to improve the efficiency of using budget funds.
