Abstract
The article considers the main characteristics of poverty as a threat to the economic security of the state and its determinants. The definition is defined as the deprivation of an individual of fundamental economic and social freedoms, functional capabilities necessary to achieve goals and lead a lifestyle in accordance with their needs, taking into account the established norms and current legisla-tion. The purpose of the study is to assess the economic and social situation in the projection of ‘poverty of the population’ in the Russian Federation and the formation of the necessary set of public policy measures to promote poverty reduction in the country. The research methodology is based on the system approach, general scientific methods of cognition, the method of comparison and analysis of time series. The problem of poverty is not peculiar to social states, nevertheless, it is quite relevant in the Russian Federation. The study revealed discrepancies between the levels of absolute and relative poverty of the population; certain trends in the Russian poverty profile and a changed perception of the poor due to qualitative changes in the composition of the poor. The emergence of the phenomenon of ‘new poor’ in the profile deserves special attention. The paper presents measures to promote poverty reduction in Rus-sia in the context of modern realities and state capabilities.
