Abstract
Spatial development issues are significantly important for Russia since natural, national, social,
political, economic differences form multi-aspect paradigm of the regional economic policy. Necessity of cooperation
between government, business, and society is confirmed by evolution of approaches to development
of partnership – starting from the idea of state non-interference into economy to the idea of obliged interference
and nowadays obligatory cooperation, which guarantees opportunities to strengthen competitiveness
and to achieve a balance of goals for all interaction sides. By the present there are various instruments of
economic policy, enabling to reach the goals. However, the instruments can be featured as isolated if do not
match with the conditions, strengthening competitiveness or correspond with the goals, ensuring balance of
interests or realize the coordination forms, providing with synergetic effect.
The purpose of the research is identification of the main policy directions, assuming instruments application,
which leads to decrease disintegration processes in socio-economic systems and secures the sustainable
development of the regions.
Based on systematization of traditional concepts regarding economic policy, theoretical and applied directions
of economic science there were developed author recommendations concerning improvement of the
realization methods of economic policy taking into account the current paradigm of the regional economy. One
of these directions is considered to be forming the mechanism of cooperation between government, business,
and society according to integrated assessment of cooperation between the participants. This mechanism
implies examination of multilevel cooperation.
Choice of relevant indicators according to the recommended method of cooperation development allows
to define those indicators, which stimulate realization of economic policy goals.
