Abstract
In addition, the relevance of the study is due to the fact that due to the closure of the borders of many states for Russian tourists to visit, as well as certain currency fluctuations that make holidays abroad quite expensive, the use of a cluster approach to tourism development contributes to solving specific problems of the regional economy, improving the efficiency of tour-ism and related industries, as well as It has a positive effect on the quality of life of the population by generating synergetic effects.
The management system of the tourism cluster has been in a state of constant updating and restructuring for more than two decades, while the effectiveness of new management struc-tures is consistently low, as a result of which the cluster does not function as an integrated intersectoral economic complex. The expected multiplicative and synergistic effects expected dur-ing its creation have not been achieved. The article concludes that the North Caucasian tourism cluster has been at the initial stage of development for two decades and has not reached ma-turity. To activate the cluster potential of tourism in the region, it is proposed, along with other management measures, to create a common marketing concept for managing the resort and recreational complex of the macroregion.
