Abstract

The article investigates how cluster models enhance synergistic collaborations among academia, industry, and scientific research, which in turn catalyzes the transformation of innovative theories into practical products and services. Analysis of the effectiveness of such integrative systems involves taking into account specific factors that influence their dynamic development and stability. Among the key aspects are internal resources, including infrastructural capabilities and financial resources, as well as external variables, such as market conditions and economic constraints. The study describes in detail the conceptual foundation that characterizes the features of innovation activity. This analysis refines the understanding of “regional innovative potential,” “regional innovative activities,” and “regional openness to innovation.” It also examines how these concepts interrelate with the regional clustering observed in spatial innovation system models. From this examination, a comprehensive evaluation methodology is developed to assess the efficacy of these systems, progressing from a descriptive review of their current conditions through to a detailed examination of their innovative capabilities and activities. The process also includes a study of the degree of innovative susceptibility of various regions. The multi-level assessment methodology allows for a detailed determination of the key characteristics and aspects of the activities of regional innovation systems, facilitating their optimization and enhancing innovative development at the macroeconomic level.
