Abstract
The article examines the development and current situation of small and mediumsized
enterprises (SMEs) in the context of increasing economic instability using the example of a
megacity – the city of Moscow. The relevance is due to the need to ensure the sustainability of the
urban economy, where SMEs are one of the key drivers of employment, innovation and flexible
adaptation.
The analysis of external economic and internal factors of pressure on the sector is carried out,
barriers are identified: cost growth, demand volatility, limited lending, staff shortage, inflationary
expectations. The effectiveness of government support programs, both financial (subsidies, loans,
grants) and non-financial (acceleration, marketplace promotion, consultations), was assessed. Special
attention is paid to business adaptation strategies: digitalization, localization of supply chains, and
employment flexibility.
Based on the analysis, proposals have been formulated for the development of infrastructure
to support SMEs in megacities, including institutional and digital tools.
