Abstract

Relevance of the study. In the context of increasing competition in the services market, government procurement plays a special role as a tool not only for regulating, but also for stimulating the competitiveness of domestic producers. The article examines theoretical and methodological approaches to the formation of an organizational and economic mechanism aimed at increasing the effectiveness of service providers' participation in the government procurement system. The structure of the mechanism is substantiated, key elements are identified, and practical recommendations for its improvement are proposed.
Purpose of the study. Development and justification of an organizational and economic mechanism that promotes a sustainable increase in the competitiveness of service producers, taking into account modern challenges and regional characteristics.
Data and methods. The work uses methods of factor analysis, system and structural-functional approaches, as well as economic and statistical modeling. The basis is official data from Rosstat, analytical reviews and regulatory documents. Particular attention is paid to the analysis of regional cases (Moscow, Sverdlovsk region, Krasnodar region, etc.).
Results. The structure of the organizational and economic mechanism has been developed, including six interrelated blocks: organizational, economic, information and analytical, regulatory, educational and innovative-ecological. It is shown that the implementation of this mechanism contributes to an increase in the share of SMEs in the public procurement system, an increase in their profitability and sustainability. Successful regional practices are highlighted and recommendations for scaling are formulated.
Conclusions. Public procurement can act as a catalyst for competitiveness, provided that there is a comprehensive approach, digitalization of procedures, development of human resources and consideration of industry specifics. The developed mechanism can be used in strategic planning for the development of the service sector and the formation of SME support policies at the federal and regional levels.
