Abstract

This article analyzes the process of formation of innovation clusters in the Samara region as a tool to increase the competitiveness of the region in the field of mechanical engineering. Key existing and promising clusters have been identified, including aerospace, automotive and petrochemical, with a special focus on innovative territorial associations. The features of the state policy in the field of cluster development, including measures to increase the investment attractiveness of the region through the support of cluster initiatives, are considered.
The directions of development and mechanisms of functioning of clusters are revealed, as well as the leading enterprises forming their basis are identified. A detailed analysis of the activities of the organization responsible for the implementation of cluster initiatives has been carried out, its key tasks and limitations have been identified. It has been established that the current activities of this organization are aimed at supporting only one cluster, which narrows the possibilities for the integrated development of the region’s innovation ecosystem.
Based on the conducted research, the main problems in the implementation of cluster policy are identified, and directions for its improvement are proposed. In conclusion, the need to reform approaches to the development of cluster initiatives in the Samara region is substantiated in order to ensure their broader impact on the region’s economy.
