Abstract
The article studies an important problem regarding the assessment of the state budget balance in the context of economic instability. The analysis of factors that influence the formation and implementation of budget plans is carried out, namely financial crises, political cataclysms and global pandemics. The study identifies the main problems that the state faces in ensuring a sustainable budget process.
