Abstract

The purpose of this article is to conduct an institutional analysis of the limitations affecting the efficiency of the public procurement system in the healthcare sector of the Russian Federation. The research methodology is based on recognizing the role of formal regulations within the contract system while also considering the influence of informal institutions, including managerial practices, professional competencies, and persistent behavioral patterns. The results consist in identifying discrepancies between the declared principles of efficiency and the actual procurement practices, as well as in substantiating directions for digital transformation and institutional modernization. Conclusions: eliminating institutional barriers and creating an integrated digital environment are essential prerequisites for enhancing transparency, performance, and sustainability in public healthcare procurement.
