Abstract
Reforming the housing and utilities sector remains one of the priority socioeconomic tasks. Transformations in this sector have a significant impact on the quality of life of the
population and the sustainability of regional development, which determines increased attention
from government agencies. Currently, the industry is faced with a range of problems, such as rising
tariffs for resources, a high proportion of non-payments by the population, imperfect mechanisms
for attracting investment, the lack of unified methods for developing investment programs, and a
shortage of available sources of financing. In this regard, the formation of a well-thought-out longterm management strategy based on a deep analysis of industry specifics and aimed at ensuring
stable functioning of the housing and utilities sector is of particular relevance.
The purpose of the study is to identify specific characteristics inherent in management processes
in the housing and utilities sector, including in rural areas. The study: identified the main entities and
their connections in the process of housing and utilities management; conducted a SWOT analysis
of one of the municipal districts; formulated conclusions on the specifics of the housing and utilities
sector in rural areas.
