Abstract

Political parties play a key role in the functioning of democratic systems, acting as a link between society and State institutions. Their influence on the development and implementation of legislative initiatives cannot be overestimated, because, including through party structures, many priorities of state policy are formed, as well as mechanisms for its implementation. In a rapidly changing political landscape, where public demands and challenges require prompt response, parties are becoming not only initiators of the legislative process, but also active participants in the discussion and implementation of legislative initiatives. In the Russian Federation, where the political system is characterized by a multiparty system, but with the dominance of one of the parties, the study of the role of political parties in the development and implementation of legislative initiatives is becoming especially relevant.
The article analyzes the role of political parties in the process of forming legislative initiatives, examines the specifics of interaction with public authorities in the development of draft laws. Special attention is paid to the mechanisms through which parties can influence the legislative process and participate in parliamentary structures. The study of this topic is important for understanding the dynamics of the political system and the possibilities of civil society in the context of legislative activity.
The purpose of this study is to determine the role of political parties in the development of draft laws and the implementation of the right of legislative initiative, to identify problems hindering the development of the legislative process, and possible consequences for socio–economic development and the dynamics of the political situation in the country.
